Project Background :

The Revenue Generation for Governance and Growth (RG3) project will build the capacity of targeted Government of Liberia (GOL) institutions, particularly the Ministry of Finance and Development Planning (MFDP) and the Liberia Revenue Authority (LRA), to improve domestic revenue mobilization in Liberia.

RG3 will support MFDP to develop the capacity to formulate sound, predictable, and fair revenue policies. It will also support the LRA to enhance its ability to effectively, efficiently, and transparently implement those policies and carry out its revenue collection mandate.

Lastly, it will work with the GOL, private sector, and civil society to strengthen consultation, education, and engagement on taxes and their benefits with an aim to building tax morale, increasing voluntary compliance, and fostering greater trust between taxpayers and the government.

Purpose :

The Chief of Party (COP) will provide overall leadership, vision, management, and technical direction to the overall goal of building capacity of targeted GOL institutions.

They will oversee the senior technical, implementation, monitoring, and finance and administration staff. In addition, they will serve as the lead interlocutor between the RG3 team and USAID, GOL institutions, and other donor programs.

Responsibilities and Key Tasks :

Technical :

  • Provide overall leadership, management and technical direction of the entire program to ensure an integrated vision and successful achievement of RG3 objectives;
  • Identify issues and risks related to program implementation and suggest appropriate program adjustments;
  • Serve as primary liaison between USAID and all other counterparts, implementing partners, program stakeholders, private sector entities, and DAI home office management on all program-related matters;
  • Responsible for annual work planning development process, implementation of workplan activities, and delivery of annual targets;
  • Provide technical leadership and management oversight in the technical areas of tax policy, revenue forecasting, tax administration, audit risk management, enforced collections, taxpayer service, appeals, and public outreach.
  • Ensure all program technical activities are cohesive and mutually supportive;
  • Offer technical assistance and guidance as appropriate to GOL institutions to help achieve RG3 program targets;
  • Submit timely, high-quality project deliverables to USAID and DAI;
  • Managing RG3 local partners to ensure they are successfully implementing their SOWs; and
  • Identify short-term technical and operational consulting requirements and draft SOWs as needed.
  • Management :

  • Serve as Director of the RG3 project, directly supervising approximately 13 staff;
  • Work closely with DAI’s Home Office team;
  • Raise any management and compliance risks or concerns with DAI’s Home Office in a timely manner;
  • Meet RG3 financial goals reflected in quarterly corporate forecast budgets;
  • Contribute to project pipeline analysis, providing input into the quarterly ETC review process and RG3 budget realignments;
  • Oversee multiple activities simultaneously, including hiring, training, mentoring, and supervising local personnel;
  • Build the capacity of local staff in both technical and managerial skills;
  • Ensure compliance with Liberian labor law, USAID policies, and DAI policies and procedures; and
  • Represent RG3, USAID, and DAI at public conferences, forums, and events as needed.
  • Qualifications

  • Experience managing programs of similar scale and complexity
  • Graduate degree in economics, public finance, tax policy and administration, law, or other relevant field
  • At least 15 years of relevant experience working closely with and supporting governments in underdeveloped countries, including post-conflict situations
  • Experience with tax policy and revenue and administration, as well as background in and / or exposure to legal and regulatory development and drafting
  • Knowledge and experience with the Tax Administration Diagnostic Assessment Tool (TADAT)
  • Excellent writing skills, effective interpersonal skills, outstanding management skills, resourcefulness, flexibility, and creative problem-solving and ethical management
