Applications are being accepted for the anticipatedUSAID-funded Leveraging Education Assistance Resources in Nigeria (LEARN)activity.

The anticipated 5-year activity is expected to build upon the results of theexisting USAID Northern Education Initiative Plus, improving readingoutcomes for Nigerian pupils in grades 1-3 by helping Nigerian governmentinstitutions and schools effectively leverage their resources and ensuringprogram schools are safe, supportive, and conducive to learning.

Positions maybe based in Abuja or in field offices in the activity’s target states.

  • Chief of Party : Responsible for the overallimplementation of the project by ensuring integration of project activitiesthrough : 1) the annual work plan and budgeting process;
  • 2) creating / maintainingan effective project management team; 3) overseeing an effective monitoring andevaluation system.

    Qualifications : Master’s degree in international development, education, public administrationor related field. Minimum of 12 years of experience in similar educationintervention activities, and experience managing complex internationaldonor-funded development activities in challenging environments.

    Demonstratedleadership, effective organizational development, partnership-building,managerial, team-building and communication skills.

    Proven ability tocoordinate with government stakeholders, as well as non-governmental organizations.

    Deputy Chief ofParty : Responsible forsupporting the Chief of Party in staff, operational, and financial management. Leadsefforts to ensure compliance with all applicable regulations as well as timely andeffective delivery of program activities.

    Oversees administrative, operational,finance, and HR teams. Qualifications : Master’s degree (preferred) in education, social sciences, or related fieldpreferred, with a minimum of 9 years ofoperational and financial management experience in support of large-scaleinternational development programs, including experience with USAID-fundedprojects.

    Senior ReadingSpecialist : Responsible formanagement, oversight and direction of the reading program. Responsibilitiesinclude providing technical direction towards reading policy, coordinating alltraining, advising on teaching methodologies, leading the technical dialogue onreading with national and sub-national government levels, and managing thereading team.

    Qualifications : PhD(preferred) in education with a focus on reading competencies and outcomes.Minimum of 6 years of demonstrated track record of working in area of reading.

    Finance Director : Responsible for senior level financialfunctions for the project, including compliance and financial reportingrequirements.

    Will coordinate and consolidate the projection of monthly,quarterly, and annual expenditures, and prepare pipeline estimates for theproject.

    Qualifications : Master’sdegree in business administration, accounting, or other relevant field, with 9years of experience or a bachelor’s degree and 12 years of experience.

    Priorexperience overseeing finances for a USAID-funded project of a similar size andcomplexity required. Proficiency with QuickBooks and fluency in English required.

    Monitoring andEvaluation Director : Responsible forestablishing and managing the project’s overall M&E system, tracking allprogress made towards meeting program / contract results, indicators, andtargets, including impacts on access, retention, reading outcomes, communityengagement, gender, and disability-inclusive measures, ensuring that they arebeing consistently and systematically tracked and reported.

    Qualifications : Master’s degree with 12years of experience in M&E on donor-funded projects with demonstratedsupervisory experience.

    Proficiency in English and data management and analysistools (such as R, Stata, SPSS, DevResults) required.
