Project Background :

The Jordan Public Financial Management Activity (PFMA) aims to work in partnership with USAID / Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process.

PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance including making it easier for taxpayers to comply with tax obligations upgrade public procurement management, and improve budget planning, preparation, and execution.

  • Key objectives include : 1) improving the revenue raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management;
  • and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.

    Summary of primary duties :

    The Macro Fiscal Unit (MFU) Director will develop and lead initiatives to build talent at the MFU and at MOF, this expert will provide leadership and technical expertise to establish the MFU and to support the Ministry of Finance in hiring the four division heads on the government scale.

    Key objectives include : Support the Government of Jordan (GOJ) in implementing a key benchmark in the IMF EFF agreement related to establishing and staffing of the Macro Fiscal Unit (MFU) at the MOF.

    Provide the MOF with the capacity to develop sound, independent fiscal and macroeconomic analysis and planning.

    Key Duties and Responsibilities :

  • Lead and manage the Macro Fiscal Unit within the Ministry of Finance.
  • Supervise the development of high quality and demand-driven economic, fiscal, and tax related research studies and periodic reports.
  • Take the lead in formulating and recommending macro- fiscal policies and oversee the preparation of the Medium Term Fiscal Framework.
  • Consistently support the leadership with required analysis and policy recommendations.
  • Ensure the availability and sustainability of macro-fiscal forecasting capacities within the Macro Fiscal Unit.
  • Supervise the development of impact analysis reports and adjust baseline projections accordingly.
  • Oversee the preparation of an annual fiscal risk statement.
  • Monitor the macro economy, fiscal policy implementation, and budget execution.
  • Establish and manage fruitful and sustainable cooperation relationships with international agencies in alignment with MoF vision and goals
  • Qualifications :

  • A graduate degree in public finance, macroeconomics, econometrics, or another related field. PHD degree is required
  • Minimum 8 years of experience in a similar field including macro fiscal analysis, public financial management, revenue policies, and economic modeling
  • Experience managing similar unit or project with a staff of at least 10 people
  • Experience in collaboration and coordination with multiple entities is a strong asset
  • Experience in building and sustaining macro-economic models using data analytical software such as : E-Views, SPSS, STATA or others
  • Strong knowledge of MS Office applications and tools
  • Experience with fiscal risk and debt sustainability analysis is a plus
  • Experience of prior work with bilateral or multilateral donors is desirable
  • Fluency in Arabic and English is required
