    DUTIES AND RESPONSIBILITIES

    The Senior Field Assistant keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and / or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor.

    The incumbent will have the following responsibilities :

    Assist in monitoring the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.

    Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries.

    Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.

    In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.

    Follow up, on a regular basis, the overall situation of persons of concern in camps and other areas where they have been accommodated and report accordingly.

    Collect data and other information relevant to UNHCR and report to the supervisor accordingly.Keep regular contacts with local authorities and implementing partners as requested by supervisor.

    Undertake other relevant duties as required.

    ESSENTIAL MINIMUM QUALIFICATIONS

    Completion of the Secondary Education with post-secondary training / certificate in Business Administration, Law, Political Science or related field.

    Minimum 5 years of previous job experience relevant to the function.Computer skills.Excellent knowledge of English and working knowledge of another relevant UN language or local language.

    DUTIES AND RESPONSIBILITIES

    The Senior Administrative Assistant sits in the field office and has supervisory functions on the office driver(s). The incumbent will always function under direct supervision of a Senior Officer often Administrative Officer or Administrative / Finance Officer, who is required to monitor the performance of the incumbent and provide regular guidance.

    S / he may liaise with local suppliers and / or officials and / or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor.

    The incumbent will have the following responsibilities :

  • Assist in interpreting and processing of entitlements, issuance of contracts and maintenance of various personnel records and files;
  • Attend meetings on day-to-day admin matters; administer the movement of UNHCR staff members and monitor their attendance records, leave plans, overtime and visa requirements.

  • Search office files and records relating to a variety of topics for information and reference. Select information and records in specified format or on the basis of general instructions for use by others in preparing reports, correspondence, technical papers, project or programme plans and general reference documents;
  • Assist in requisition of office supplies, equipment and arrange for distribution together with the appropriate inventory records;
  • Assist in administrative formalities related to travel arrangements and issuance / renewal of visas, licences, travel arrangements and other similar documents;
  • Draft correspondence and reports, as required, on general administrative or specialized tasks which may be of a confidential nature within the assigned area of responsibility;
  • Type correspondence, documents and reports, some of which may be highly confidential;Arrange appointments and maintain supervisor's calendar, receive visitors, place and screen telephone calls and answer queries with discretion;
  • Keep lists of names, addresses and telephone numbers of ministers, government officials and members of the diplomatic corps;

    Completion of Secondary education or equivalent technical or commercial school with certificate / training in Business Administration, Finance, Office Management, Human Resources or other related field.

    Minimum 5 years of job experience relevant to the function;Computer skills (MS office and People Soft applications).Fluency in English and working knowledge of another relevant UN language or local language (as applicable in the duty station).

    DUTIES AND RESPONSIBILITIES

    The Senior Protection Assistant normally reports to the Associate Protection Officer or the Protection Officer. He / she monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.

    The incumbent will have the following responsibilities :

    Consistently apply International and National Law and applicable UN / UNHCR and IASC policy, standards and codes of conduct.

    Provide counselling on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.

    Support activities in protection related AGD based programming with implementing and operational partners.Conduct preliminary information gathering and interviews in support of eligibility, status determination, durable solutions and social needs assessment.

    Contribute to measures to identify, prevent and reduce statelessness.Contribute to a country-level child protection plan as part of the protection strategy.

    Contribute to a country-level education plan for persons of concern as part of the protection strategy. Monitor Standard Operating Procedures (SOPs) for all protection / solutions activities.

    Participate in individual protection case management including cases of SGBV and child protection. Monitor and report on cases of refoulement, expulsion and other protection incidents.

    Assist in identifying durable solutions for persons of concern in voluntary repatriation, local integration and where appropriate, resettlement.

    Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.

    Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics for the protection unit / section.

    Contribute to initiatives to enhance national and local protection capacities.Any other responsibilities / functions deemed necessary or as delegated by the Head of the office and / or Supervisor in order to meet the level of the services in the organization.

    DUTIES AND RESPONSIBILITIES

    The Driver position in the Office normally falls under direct supervision of the senior Administrative Assistant. The incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the organisation.

    He / she is required to follow strict instructions and security guidance provided by the supervisor. While basic function of a Driver is to drive the official vehicles of UNHCR, he / she may be called upon to perform minor maintenance and repair of UNHCR vehicles.

    The incumbent has regular contacts with staff within UNHCR office and with service providers outside UNHCR involving a limited exchange of information.

    The incumbent will have the following responsibilities :

    Drive UNHCR vehicles for the transport of authorized passengers and delivery and collection of mail, documents, UNHCR pouch and other items.

  • Meet official personnel at the airport and facilitate immigration and customs formalities as required.Perform day-to-day maintenance of the assigned vehicles;
  • check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road worthy and maintained up to the established security standards.

    Perform minor repairs and arrange for other repairs and ensure that the vehicle is kept clean.Ensure that the steps required by rules and regulations are taken in case of involvement in accident.

    Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.Perform other related duties as required.

    ESSENTIAL MINIMUM QUALIFICATIONS

    Completion of Primary Education or equivalent technical or commercial school.Minimum 2 years of previous job experience relevant to the function.

    DUTIES AND RESPONSIBILITIES

    The Registration Associate is a member of the Registration team and is normally supervised by the Registration Officer. The Registration Associate is responsible for supporting all activities related to registration, and with ensuring that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions.

    Depending on the size and structure of the Office, the Registration Associate may provide day-to-day supervision, direction and support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management.

    The Registration Associate collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of registration activities.

    The incumbent will have the following responsibilities :

    Assist in the implementation of registration strategies and methodologies for populations of concern.Assist in the supervision and daily running of registration team activities, where required.

    Conduct registration interviews when required in accordance with registration standards and guidance.Provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures and their rights and entitlements.

    Maintain accurate and up-to date records and data related to all registration cases.Identify persons with specific needs and ensure timely referral to protection follow-

    up as required.Collaborate with protection staff and / or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.

    Draft correspondence and reports relating to registration activities in the operation, when requiredProvide statistics and draft reports related to registration data, as requested.

    Perform other related duties as required.

    ESSENTIAL MINIMUM QUALIFICATIONS

    Completion of Secondary School with post-secondary training / certificate in social sciences, statistics, mathematics, information technology, or related fields.

    Minimum 6 years of relevant professional job experience. Good computer skills, particularly in data management.Excellent knowledge of English and the local language.

    DESIRABLE QUALIFICATIONS & COMPETENCIES

    DUTIES AND RESPONSIBILITIES

    The Senior Programme Assistant receives guidance from programme Officer in the operation. S / he may receive indirect guidance from other sections and units relevant to the country programme(s).

    UNHCR Manual, Operations Plans, UN and UNHCR financial / budgetary rules and regulations will guide the work of the Senior Programme Assistant.

    The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements.

    The incumbent will have the following responsibilities :

    Collects, registers and maintains information on project activities.Prepare status and progress reports, prepare tables and draft routine correspondence.

    Prepare background material for use in discussions and briefing sessions.Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyse programme performance, trends and target interventions.

    Review the implementation and performance of IPs agreements through appropriate physical monitoring to evaluate the projects by reviewing work plans, progress reports, budget, financial reports and expenditures.

    This may include field visits for specific monitoring and evaluation issues.Apply UNHCR’s corporate tools (, Focus Client) to assess the technical soundness of the operation and generate data for evidence-

    based decisions at the country-level.Assist in ensuring compliance in issuance of audit certificates for Implementing Partners.

    Perform other duties as required.Provide inputs for the country operations plan (including budgets, staffing levels and structures) as well as prepare inputs for funding submissions, appeals and reports.

    Access the relevant information and programme records, Focus / MSRP data.Represent UNHCR in physical monitoring of projects.

    ESSENTIAL MINIMUM QUALIFICATIONS

    Completion of Secondary education courses / training / certificate in Business Administration, Social Science, International Law or related field.

    Completion of the UNHCR Learning programmes or specific training relevant to functions of the position.Good knowledge of UNHCR financial rules, procedures and processes.

    Knowledge of UNHCR specific programmes (MSRP, Focus, etc.).Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities.
