Project Background :

The Jordan Public Financial Management Activity (PFMA) aims to work in partnership with USAID / Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process.

PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance including making it easier for taxpayers to comply with tax obligations upgrade public procurement management, and improve budget planning, preparation, and execution.

  • Key objectives include : 1) improving the revenue raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management;
  • and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.

    Summary of primary duties

    The Deputy Chief of Party (DCOP) is a Key Personnel position working in close coordination with the Chief of Party (COP) to provide oversight of all aspects of day-to-day implementation, personnel management, reporting, and monitoring, leading to the achievement of quality work products.

    The DCOP manages a team of technical experts and will work collaboratively with them to design and implement technical activities.

    In partnership with the COP, the DCOP is responsible for maintaining technical quality and coordination of technical activities.

    The DCOP is responsible for ensuring the consistency and complementarity of PFMA’s technical programming across the four objectives and organizational development activities.

    Key Duties and Responsibilities :

  • Under the direction of and in coordination with the COP will co-lead implementation of four components of PFMA including 1) Revenue Performance Reform 2) Results Oriented Budget 3) Public Procurement 4) Crosscutting PFM
  • Serve as relationship manager with key government counterparts as applicable including MoF, GoJ, ISTD, GBD, Audit Bureau, Ministry of Health, Ministry of Education, and the Cabinet.
  • Work with COP and technical team to prepare technical deliverables including annual co-design work planning conferences and work plans and progress reporting.
  • Meet with senior staff to analyze performance data and consider any necessary changes to resource allocations and programming.
  • Review the team’s and partners’ actions, results, and products on an on-going basis, ensuring good and timely progress as set forth in the annual work plan and periodic progress reporting.
  • Oversees results-oriented budgeting and revenue performance reform activities and staff.
  • Serve as the direct line manager for the following staff members : Revenue Performance Reform Lead, Results-Oriented Budget Lead, Public Procurement Lead, Organizational Development Lead, and the IT Integration Lead
  • Serve as Acting Chief of Party in COP absence.
  • Performs other duties and tasks as requested by COP.
  • Qualifications :

  • At least a Bachelor’s degree in a public financial management related field (economics, finance, accounting, business administration)
  • 15+ years of experience
  • Demonstrated experience working in planning and managing highly complex public financial management related projects in developing countries, with preference given to Middle East countries.
  • Demonstrated ability to create, manage and sustain productive working relationships with counterparts / stakeholders in both the public and private sectors
  • Demonstrated capacity to build staff skills and ensure quality control of activity deliverables.
  • Strong staff management skills and experience successfully managing diverse teams of local and expatriate staff members.
  • Demonstrated Project Management experience is required and project management certification (e.g. PMP) is highly desirable
  • Fluency in Arabic and English required
