Project : Technical Assistance to Public Finance Management Reforms in Malawi

The objective of the Technical Assistance to Public Finance Management Reforms in Malawi project is to assist the Government of Malawi in achieving efficient and effective use of public resources to contribute to the growth of the economy and development of the country.

The project’s purpose is to promote good economic governance and accountability, contribute to efficient use of public funds and effective resource mobilisation.

These areas address key constraints to an enabling environment conducive to growth and trade development. The project will support the implementation of the PFM Rolling Plan with a particular focus on main expenditure risks including procurement and revenue.

Candidate selection criteria

Qualifications and skills :

The Expert must have the following qualifications and experience :

  • A minimum of Master’s Degree in Taxation, Tax Law, Commercial Law, Finance, Accounting, Public Policy, Business Administration, Economics or any other relevant field.
  • General professional experience :

  • At least 12 years demonstrated experience in legal drafting, legislation review or tax policy reforms. Undertaking similar work, preferably in Malawi or within the Sub-Saharan Africa region, will be considered an added advantage.
  • Specific professional experience :

  • At least 5 years demonstrated experience in either working with the revenue administration or consulting in taxation, drafting taxation legislation, authoritative legal opinions and / or in reforming tax systems.
  • Expertise in identifying gaps and pitfalls typical for developing economies, analysis and development of tax legislation and regulatory frameworks.
  • Excellent communication and interpersonal skills and ability to perform in diverse and multicultural environment.
  • Excellent writing and presentation skills.
  • Fluent in spoken and written English.
  • Excellent team working skills.
  • Excellent command of Microsoft Office and other related tools.
  • Start / end date : Tentative dates : January 1st, 2022 December 31st, 2022

    Working days : 90 working days of inputs are foreseen to complete the assignment and two in country missions.

    Location and travel arrangements : The assignment will be carried out in Malawi and, if necessary, may involve remote work for up to 30 working days subject to approval by the beneficiary.

    Whilst in Malawi the expert will be based in Lilongwe but may be required to travel to other locations outside Lilongwe, if and when required.
