The position will report to the Asset Manager and will be responsible for managing the day-to-day HSSE activities for our offshore Asset(s) in compliance with regulatory and operational requirements, as well as managing the Operational Performance Standard for the Asset(s) to ensure that all Safety Critical Elements (SCEs), Production Critical Elements (PCEs) and Environmental Critical Elements (ECEs) are healthy.
Contract duration : 12 months
Key Responsibilities
Facilitate the risk management process to ensure all risks related to HSE hazards and Security threats are managed to as low as reasonably practicable (ALARP)
Perform assurance such that Operational Integrity requirements are demonstrated as being continuously met
Provide HSSE input to operational activities as directed by the Asset Manager
Perform HSSE related activities as required by the Operational Integrity standards
Promote Operational Integrity understanding throughout the Asset organization through strong leadership and workforce engagement sessions on Operational Integrity purpose, principles and implementation, HSE Alerts, Lessons Learned etc
Strategic management of HSEQ requirements utilising statistics and trends to prevent incidents
Develop and maintain a HSE Plan ensuring that defined targets per period are aligned with the Operational Integrity Management System requirements, and manage the achievement of HSE Focus Areas and KPI's as well as related Operational Integrity rewards scheme
Manage Assurance audits and perform Verification audits, both onshore and offshore, to ensure compliance with the Operational Integrity Management System standards as well as to meet Certification requirements
Provide the necessary inputs to Operational Integrity corporate reports that serve to demonstrate performance and compliance in relation to achieving the objectives of Operational Integrity
Develop and maintain HSE induction material for onshore personnel, aligned with the corporate standard and suitable for the regional specifics and perform HSE inductions for all new onshore personnel (permanent, temporary and long-term visitors)
As required, review Management of Change and Deviation Requests and facilitate all necessary HAZID and ENVID reviews and prepare Technical Queries (TQs) to request support when needed from the corporate Operational Integrity departments
Perform HSE review of all changes that impact Safety Critical Elements (SCEs), Production Critical Elements (PCEs) or Environmental Critical Elements (ECEs) functionality or performance
Review and update the Operational Performance Standard(s) for the Asset(s) to ensure that all offshore checks and assurance activities have been performed correctly and on time, and where barriers are impaired that an Operational Risk Assessment has been performed and adequate mitigation measures are in place
Where required, perform regular reviews of the Safety Case in line with regulatory requirements
Maintain Asset(s) Risk Register such that all hazards associated with the ongoing operations of the Asset(s) are identified and the risks associated with these hazards are controlled
Maintain the Regulatory Compliance, Environmental Aspects and Impacts register, offshore Emergency Response Plan and Oil Pollution Emergency Plan (OPEP) aligned with corporate standard and the operating conditions of the Asset(s)
Perform role in emergency as specified by the Emergency Response Plan
Assist with performing security threat assessments for the Asset(s) in cooperation with the Company Security Officer (CSO) and ensure control measures remain effective
Identify the need for, and then facilitate, all Formal Safety Assessments and Operational Risk Assessments as well as participate in and support Level 2 and 3 investigations as required
Develop and maintain a Hydrocarbon Release Reduction Plan for each asset, and ensure that the plan is effectively implemented to reduce hydrocarbon releases to as low as reasonably practicable (ALARP)
Effective stakeholder management - Act as focal point and liaison for communication to Clients as well as all Regulatory bodies, maintaining Certification and ensuring Regulatory Compliance
Perform HSEQ support to projects team including, but not limited to : document review, development of plans, vendor prequalification, audits, inspections, etc
Qualification
Bachelor’s Degree in Mechanical, Environmental, Technical, Marine or Process Engineering
Formal qualifications in health and safety management
Experience
Minimum of 10 years, 5 of which must be in the offshore oil & gas sector
Previous operational or engineering role within an operating environment
Performance of incident investigations and associated root cause analyses
Performance of audits related to assurance of Management System requirements
