The overarching aim of the GF Resilient & Sustainable Systems for Health RSSH project is to improve the health and well-

being of the Nigerian people by identifying and addressing systemic issues affecting the optimal delivery of health services in Nigeria.

The resulting high-level interventions have been designed to follow the Global Fund’s framework for RSSH that is built on the essential building blocks of WHO for a well-

functioning health system, including community systems strengthening (CSS) as another critical component to be addressed in support of RSSH.

The RSSH grant is designed to strengthen the Nigerian health system across the HIV, TB, and Malaria program areas. In doing so it'll have interventions targeted at the HMIS, PSM & Lab system strengthening areas.

There's also the additional dimension of the innovative "State approach" to be piloted in the three states of Oyo, Kaduna & Imo.

The state approach covers elements like public financial management, support for health insurance and health sector coordination among others.

Laboratory system strengthening aims to improve laboratory operations for optimal patient care, treatment, disease surveillance and response, biosafety and policy development.

To achieve this an enabling policy environment is required with a National Medical Laboratory Strategic Plan creating a road map for implementation of activities aimed at providing optimal laboratory services in Nigeria.

The Nigeria Medical Laboratory Services Policy was developed, between 2005 and 2007, to bridge the obvious gaps in the standards of operation of the medical laboratory, in its bid to provide to all Nigerians, appropriate, cost effective and high-

quality laboratory services. To ensure realization of this vision, a five year National Medical Laboratory Strategic Plan (NMLSt.

P) (2015 2019) was developed to provide road map for the operation of the medical laboratory services in Nigeria. This year, 2019 marks the end of the plan.

It is, therefore, important to evaluate that plan and use the evaluation outcome as a platform for the development of a new strategic plan to cover the period 2020 -2024.

Coverage / Scope (WHERE and WHEN) :

Two consultants will be required to work on the documents between the periods July to December 2019, a lead consultant and a costing consultant.

The lead consultant will be engaged for two consultancy activities for a period of 30 working days each disaggregated within the specified timeframe :

  • End-term evaluation of the NMLSt.P 2015 -2019 and
  • Development of the NMLSt.P 2020 - 2024
  • The second consultant will be a health economist who will be hired to cost the new NMLSt.P 2020 -2024 when completed.

    The consultants will be required to engage key stake holders (such as NCDC, Medical Laboratory Science Council of Nigeria (MLSCN), Federal Ministry of Health, Medical and Dental Council of Nigeria (MDCN), NLTWG and others as deemed fit in the health sector with emphasis on medical laboratory practice in Nigeria.

    This is essential for the development the new National Medical Laboratory Strategic Plan.

    Implementation Approach (HOW) :

  • Develop a scope of work for the consultants

  • Consultant begins implementation with identified core group
  • Implementation would be in two phases for the lead consultant :
  • End-term evaluation of the National Medical Laboratory Strategic Plan (2015 -2019)
  • Development of a new National Medical Laboratory Strategic Plan (2020 2024)
  • The costing consultant will have one consultancy arrangement disaggregated in days as may be required within the period of focus.
  • Consultants completes assignment and submits report at the end of each of the two phases :
  • Report of the end term evaluation
  • National Medical Laboratory Strategic Plan (2020 2024).
  • Costed National Medical Laboratory strategic Plan (2020 2024)
  • Reporting / Means of Verification / Deliverables :

  • The Lead consultant is expected to produce or accomplish the following :
  • Prepare detailed report of all consultations (with pictorial evidences) made towards conducting the end term evaluation of the National Medical Laboratory Strategic Plan (2015 2019) and development of a new National Medical Laboratory Strategic Plan.
  • Provide comprehensive report on stakeholders’ engagement, recommendations and presentations (with pictorial evidences).
  • Prepare a detailed design / scope and strategy employed in the end term evaluation of the old and development of the new strategic plan.
  • Report of the end term evaluation of the National Medical Laboratory Strategic Plan (2015 2019)
  • Final Draft copy of the National Medical Laboratory Strategic Plan (2020 2024).
  • The Costing Consultant will at the end of the consultancy period produce a costed copy of the National Medical Laboratory Strategic Plan (2020 2024).

  • Develop National Medical Laboratory Strategic Plan (2020 2024).
  • Develop Costing for the National Medical Laboratory Strategic Plan (2020 2024).

  • Undertake a thorough review of the current National Laboratory Strategic Plan
  • Prepare detailed report of gaps observed vis-à-vis international best practice considering present country realities.
  • Provide comprehensive framework for stakeholders’ engagement.
  • Provide a detailed report with pictorial evidence of stakeholders’ engagement
  • Prepare report of the end term evaluation of the National Medical Laboratory Strategic Plan (2015 2019)
  • Develop the National Medical Laboratory Strategic Plan (2020 -2024)
  • Prepare activity narrative report
  • Costing Consultant Review the National Medical Laboratory Strategic Plan (2020 2024)Cost the various components of the strategic plan and come up with a cost estimate of funds required for the full implementation of the NMLSt.

    Expected completion Period : Consultancy will span the period July December 2019

    Estimated level of effort : 30 days each.

    Deliverables :

  • Submission of deliverables listed under Specific ToR above.
  • Submission of any relevant recommendations, as applicable.
  • Provide 1-day orientation on MSH / RSSH Project objectives and required tasks
  • The RSSH supervising technical staff will liaise with the Consultant on a day to day basis to provide needed support throughout the period
  • Provide all the financial and logistic prerequisites. Consultancy fees will be negotiated with relative Consultants industry experience.
  • Role of SR

  • Attend and support the 1-day orientation on MSH / RSSH Project objectives and required tasks
  • Provide technical expertise and support to the Consultant on a day to day basis to as needed throughout the period
  • Review the consultants’ reports and provide feedback to the PR and the Consultant in line with the expectations of the grant.

    Required qualifications :

  • Lead Consultant
  • A Medical Laboratory Professional with experience in Global health concepts, international health regulations, Sustainable Development Goals, etc.
  • Must be familiar with Nigerian healthcare delivery systems and structures especially as it relates to laboratory services
  • Demonstrable Experience in developing Medical Laboratory Strategic Plans
