Project : Ethiopia Technical Assistance to Support EU-Coffee Action for Ethiopia (EU-CAFE)
In response to these challenges, ECTA proposed and signed a financial agreement with European Union-Coffee Action for Ethiopia (EU-CAFE).
EU-CAFE works to sustainably improve farmers’ access to inputs including coffee seed and seedlings, appropriate coffee production techniques, and extension and advisory services.
It also builds the capacity of farmers through Farmer Field Schools and assists smallholder coffee producers, processors, traders, and their organizations to improve their productivity and quality with a focus on specialty coffees, traceability, value chain development, and trade transparency through public-private partnerships and dialogue platforms.
Junior Non-Key Expert for IT / GIS

Duty station : Addis Ababa with eventual travels to project beneficiary regions, Woredas, and sites.
Scope of the work
The project envisages increasing smallholders' producers and other value chain actors' fair share of income and for the country to benefit more from the coffee business.
The project will pilot the identification of selected Ethiopian coffee types through the process of Geographic Indications (GIs), install and put into operation Information Technology (IT) systems and establish interactive extension management and marketing information system for increased flow of broad-based production and market information to all coffee farmers to help produce and market high-quality coffees.
The Junior Non-Key Expert for IT / GIS will work under the direct supervision of the Team Leader, is responsible for ensuring the establishment of efficient and effective IT system / GIS at federal and regional project implementing agencies for the provision of accurate and timely information to the management at respective levels.
The position holder will assist the project beneficiaries in the identification, selection, and eventual testing of IT equipment required for the establishment of the system
S / he will work in close collaboration with the project coordination at a federal and regional level, It directorate and the relevant private sector stakeholders to ensure the project is successfully implemented at all levels.
Major Roles and Responsibilities
Review and finalize the technical specifications of the IT equipmen t and related services to be procured by the project,
Follow up the bidding process and make sure through inspection that the equipment and related services supplied fulfill the minimum requirements listed in the technical specification,
Lead the design, development, implementation, maintaining of GIS databases and utilizing the GIS software to analyze the spatial and non-spatial information in the databases.
Conduct desk review of the level of knowledge and skill of technical experts of the beneficiary institutions and provide tailored capacity building training to build, update and maintain d atabases and GIS software and hardware , administer and troubleshoot applications and GIS solutions, as may be required,
Determining variables in a particular or given geographical area by implementing the Geographic Information System techniques ,
Support the project beneficiary relevant staff to analyze data and create maps for internal purposes using desktop GIS, and participate in the launching and supporting of online and mobile maps for public consumption,
Guide the collection, analysis, and dissemination of relevant technical, scientific, and market information via electronic and print media as appropriate,
Assess the pre-conditions for establishing web-based Ethiopian Coffee statistics and a web-page for better promotion of specialty coffees worldwide.
List of essential IT equipment required for establishing Coffee extension and marketing information system is identified and approved for procurement.
IT system to manage a Coffee Quality GIS, an extension & market information management hardware and software for the intervention (real-time reporting through Wi-Fi as well as mobile internet-enabled communication) procured and set up.
Skill and knowledge gaps of the lead and co-applicants in the application of GIS, use of Wi-Fi, and / or mobile internet-enabled communication for real-time reporting assessed and filled through the provision of training packages on IT / GI applications.
Groundwork for setting up web-based Ethiopian Coffee statistics and coffee web page for the enhanced worldwide promotion of Ethiopian coffees is completed.
Qualifications and skills
Masters degree in GIS or Geo-Information from a recognized university, preferably with a sound background in Computer Science, Information Technology, Geography, or other related Natural Science fields in undergraduate study, with special training in software development, system administration, Geospatial data management, analysis and use of different application software,
Fully Computer literate (MS Word, Excel, Powerpoint, Outlook) and very good communication and facilitation skills.
Outstanding quantitative skill analytical mindset with demonstrated knowledge of multiple programming languages, and
A good command of English and at least one local language widely spoken in the project areas (writing, speaking, understanding)
General professional experience
A minimum of 6 years proven experience working as a GIS specialist in agricultural development settings at least half of which is in Africa or other ACP country / countries,
Profound GIS knowledge and experience of working with various GIS tools including cartography, Creating "shapefiles" to merge topographical data with external data by layering external data over a topographical map,
Producing maps showing the s patial distribution of various kinds of data, including production statistics and FTC locations, etc,
Strong ability to manage GIS desktop software, data processing, analysis, and testing the systems in different environments, and
Proven experience with various technological applications to effectively configure data,
Proficiency with database programming languages such as SQL, R or Python,
Demonstrated skill in design and development of Management Information Systems (MIS).
Specific professional experience
Proven experience in design and development of web-based geospatial and marketing information systems able to store, retrieve, update and edit various data as may be required,
Demonstrated knowledge and skills in capacity building on the application of I T and GIS tools ,
in-depth knowledge of and strong ability in the drafting of terms of reference (ToR) and evaluation of offers for various IT / GIs,
Proven experience in design and system development in agricultural / agribusiness context,
Demonstrated experience working in national projects involving multi-stakeholders from federal to lower administrative level in a rural setting, and
Experienced in producing different atlases and overlaying various maps of such as soil fertility status, recommended fertilizer type and dose, landscape and vegetation cover, etc, and
A sound expertise in discovering patterns and trends through spatial mapping, developing mapping applications and tools and managing a digital library of geographic maps in various file types.
