We are part of a large Oil & Gas producing company based in Nigeria.

We are putting up green field projects for LNG / Petrochemicals / Methanol and Power Plants.

For company's ongoing operations we require Dy. Manager - HS E having experience of min 10 - 12 years of experience

Job Location : Lagos city in Nigeria

Duties and Responsibilities :

QHSE Responsibilities :

  • To continuously display effective safety leadership through involvement, visibility, and practical application of QHSE knowledge and to assist in building and maintaining a positive safety culture at all work sites and facilities within the company’s operation.
  • Lead Project safety performance expectations, goals, and standards. Implement safety awareness and risk minimization programs across the Projects.
  • Assist the Co-operative HSE Manager / Head of the Department to fully integrate SEEPCO employee and contractor safety as Line Management responsibility.
  • Implement and monitor the Contractor Management Safety System.
  • Implement behavioral improvement strategies which result in accountability by all employees.
  • Implement safe working initiatives and the resolution of safety related issues across the Projects. Ensure the best practices within the Company are reported to each Project and that initiatives to implement these practices are put into place.
  • Lead the creation of a culture that promotes safe behavior.

  • To produce HSE initiatives aimed at improving HSE awareness and performance.
  • Implement programs that will transfer competencies and preventative safety behaviors.
  • Assist effective HSE leadership to fulfil HSEMS in the project.
  • Ensure the Project activities, processes and systems are based on best practice OHS approaches and are implemented in accordance with the standards and vision set in the HSE Plan.
  • Ensure that all Project activities, processes, and systems comply with applicable health and safety laws, regulations, and statutory obligations.
  • Ensure safety approaches, standards and practices are consistent across the Projects.
  • To ensure a safe working environment without harm to persons or the environment.
  • To address HSE issues at the time of their identification.
  • To monitor HSE performance against the annual HSE KPI’s and to report the progress to the management.
  • Conduct audits and site inspections to ensure the compliance of all facilities with SEEPCO policies, procedures, standards and regulatory, contract requirements.
  • Monitor operations and provide advice, as appropriate, with regards to Standard Operating Practices (SOPs), Risk Assessments and Hazard Identification.
  • Provide proper and timely reports, as required by management.
  • Operational :

  • Ensure day to day operational activities continue for smooth running of the department.
  • To assist the Head of Department to ensure the compliance of all rigs and facilities with SEEPCO policies, procedures, standards and regulatory, contract requirements.
  • To support during incident investigations and to offer advice to achieve a full and proper investigation.
  • To assist the department head with the preparation of necessary documentation, specifically related to HSE.

  • To ensure that corporate information (LFI’s, MIS, bulletins, and alerts) is managed and disseminated to all work sites and facilities within the country operation.
  • Ensure compliance to environmental statutory requirements.
  • Undertake compliance audits in a systemic manner to ensure key risks are adequately identified, assessed, and implemented across the Projects.
  • 3. People Management :

  • Ensure personnel are deployed on sites to ensure adequate coverage. Plan for inter departmental movements with the objective of all round development of the team.
  • Lead the Safety Team ensuring that relevant team members perform to a satisfactory level or above.
  • Coach, encourage and assist safety department personnel and HSE Supervisors in their competence and personal development.
  • Lead, influence and monitor the Apprentice HSE personnel professional development.
  • Ensure that training and competence programs are maintained in line with approved training matrix.
  • Ensure annual appraisals are conducted and documented in line with HR requirements.
  • 4. Business Planning / Continuous Improvement / Organization Efficiency :

  • Ensure that HSE management meetings are held and are conducted effectively.
  • Review and monitor corporate, customer and any external audit findings to ensure that timely and effective close outs are achieved.
  • Actively participate with the management team in the preparation of annual business plans.
  • 5. Customer / Public Relations :

  • Develop and maintain effective internal and external customer relationships by good communications with representatives.
  • React promptly to regulatory requirements on any HSE issues.
  • 6. Financial Responsibilities :

  • To ensure that any costs related to the HSE function are identified, documented, & approved by the department head.
  • Maintain a cost-conscious attitude.
  • Determine means of improving efficiency and reducing costs where possible, investigate and take corrective action when required.
  • 7. Any other delegated responsibilities as instructed by the department head within the timeframe specified in a safe and efficient manner to meet business requirements.

    7. SKILLS / KNOWLEDGE Essential :

  • Be knowledgeable of international standards related to HSE.
  • Have effective people management skills and be able to communicate effectively with all levels of the organization to assist in the effective management of personnel and operations.
  • Demonstrate excellent safety leadership.
  • Understand and be able to implement best industry practice and relevant international legislation.
  • Knowledge of EIA, EES, EBS, Emergency response planning. Preferred : Experienced in international working environments. Essential :
  • Be knowledgeable of international standards related to HSE.
  • Have effective people management skills and be able to communicate effectively with all levels of the organization to assist in the effective management of personnel and operations.
  • Demonstrate excellent safety leadership.
  • Understand and be able to implement best industry practice and relevant international legislation.
  • Knowledge of EIA, EES, EBS, Emergency response planning.
  • Preferred : Experienced in international working environments.

    Qualification : Any Technical Graduate, Specialization HSE certifications

    Industry : Petroleum-Onshore
