About the programme :

PLANE will be DFID Nigeria’s overarching education programme and will be taking over from the programmes in DFID Nigeria’s current education portfolio.

The programme’s proposed impact is more children and young people acquire knowledge and skills that enhance their life chances , and the proposed outcome is more inclusive and effective education systems (will) deliver foundational skills (whereby) state and non -

state basic education providers enable better learning outcomes, including for marginalized groups of children .

Introduction to Role

Output-3 of PLANE aims to improve the management and performance of the non-state sector in delivering basic education to children.

An Education Research Specialist’ is required to generate and share evidence to improve the contribution of the non-state sector in the provision of foundational skills to children.

The expert will conduct evaluations, learning assessments and research studies to inform overall programming under the Output, and test interventions and new approaches to increase the effectiveness of non-

state schools. The expert will be responsible for :

  • Designing, leading and managing various research studies, learning assessments and piloting interventions to improve non-
  • state schools’ management, ability to build students’ foundational skills, inclusivity, and access to finance.

  • Generating and sharing evidence in areas like emerging public-private partnership models and innovative approaches to raise finance for non-state schools.
  • Developing success stories, policy papers and research briefs to showcase and disseminate the research through regional platforms, seminars and conferences.
  • The Output’s learning and knowledge management.
  • Quality assuring research, learning assessments and evaluations conducted under Output-3.
  • Performing other relevant tasks as required.
  • Qualifications

  • A Master’s degree, preferably in education, public policy, econometrics, and / or economics.
  • 7 10 years of experience in conducting education-related research, preferably DFID-funded research, or a PhD degree with 3 5 years of experience in conducting education-related research.
  • Preferred research experience includes children’s learning outcomes, the non-state sector in education, low-cost private schools and public-
  • private partnerships in education.

  • Experience in designing and leading research studies, learning assessments and evaluations.
  • Demonstrated understanding of Nigeria’s education sector, especially the non-state sector.
  • Proficient in both qualitative and quantitative research methodologies, including experimental and quasi-experimental evaluations.
  • Experience of working in Africa, especially in Nigeria.

    The Education Research Specialist will report to Output 3 Programme Manager.


    The Education Research Specialist will be based in Abuja with frequent nationwide travel.
