Libya Governance and Civil Society Experts

Background : DAI seeks qualified candidates for an anticipated governance program in Libya, to be funded by the U.S. Agency for International Development (USAID).

The Libya Local Governance and Civil Society opportunity is a five-year project expected to support improved service delivery, enhance government accountability and citizen participation, and strengthen civil society within the country.

This goal will be achieved through a combination of direct technical assistance, advisory services, and operations support covering a broad range of activities in the governance sector.

Areas of technical and advisory assistance sought may include :

  • Public Service Delivery Performance Improvement (including experience facilitating, monitoring, or planning service delivery)
  • Local Governance Capacity Building and Reform (including experience working directly with local governments or relevant agencies)
  • Participatory Planning
  • Legislative Reform
  • Civil Society Strengthening
  • Advocacy and Civic Engagement (including government-civil society collaboration, citizen engagement and public forums)
  • Elections Reform
  • Community Level Peacebuilding and Conflict Mitigation
  • Gender, Youth, and Inclusion of Vulnerable Groups
  • Monitoring, Evaluation and Learning (MEL)
  • DAI seeks qualified technical specialists skilled in the areas above. In addition, DAI seeks program management and operations specialists who are skilled in :

  • Finance and Accounting
  • Operations, Procurement and Logistics
  • Contracts, Subcontracts, and Grants Management
  • Human Resources
  • Information Technology
  • Qualifications :

  • Bachelor’s degree in a relevant technical discipline or field, advanced degree preferred
  • 5 or more years of relevant work experience in program design, project development, advisory services, and / or activity implementation relevant to the technical areas identified above
  • Prior experience managing teams in activity planning and implementation or working productively on a team
  • Knowledge of US Government and USAID regulations and policies for contractors preferred
  • Fluency in English and Arabic
  • Geographic Locations : All areas of Libya including urban centers and rural areas. Libyans and Tunisians located in Tunis, Tunisia, are encouraged to apply.

    Preference will be given to Libyans able to work in Libya or residing in Tunis.
