Job Description

Under the USAID-funded Health Policy Plus(HP+) program in Nigeria, RTI International is seeking a short-term consultantto develop and support the implementation of a community engagement,involvement and participation plan for HP+, and support the finalization of theBasic Healthcare Provision Fund (BHCPF) GRM Guidelines.

As the BHCPF has already been launched,ensuring communities know about the BHCPF and enroll is a priority for HP+. Theconsultant will therefore develop a community engagement, involvement andparticipation plan for the project.

The plan will address how the project willmobilize communities to enroll for BHCPF. The consultant will develop the planin consultation with HP+, and other key stakeholders as determined by theproject.

The plan will develop messaging for key populations, describepractical means for disseminating those messages, the cost of using thosemeans, and measures for determining success.

The consultant will then overseethe implementation of the community engagement, involvement and participationplan. The consultant will work with HP+ Nigeria leadership and with the state-

basedsocial accountability advisors to roll out the plan.

  • In addition, an existing draft of the GRMGuidelines, developed by the World Bank in partnership with the FederalMinistry of Health (FMOH), has been circulated among implementing partners forcomments;
  • it has not yet been revised. The purpose of this SOW is to providethe leadership and technical support to the FMOH needed to finalize the guidelines.

    The resulting guidelines will specify exactly how each level of governmentshall implement the GRM, including key criteria (e.

    g., availability of theredress mechanism, securing privacy, timelines for responding to complaints,recourse for citizens to take if action is not taken, etc.

    and details ondifferent kinds of mechanisms that States, LGAs, and wards can implement thatwill meet those criteria (e.

    g., phonelines, complaint boxes, mobile reportingsystem, reports through the Ward Development Committee Chairman etc.). Theconsultant will work with HP+ Nigeria to identify the key stakeholders to beconsulted.

    The consultant will convene one full-day and one half-day stakeholdersessions at the federal level between April 1 and May 10 to review the draftguidelines and develop a consensus around what the final guidelines need toinclude.

    The consultant will then finalize the guidelines in partnership withkey stakeholders and with the HP+ team, shepherd the final guidelines throughthe approval process.

  • The consultant will develop a dissemination plan thatincludes activities for disseminating the guidelines at State, LGA and wardlevels;
  • training needs at those same levels; timelines for rolling outguidelines and delivering trainings, etc.

    This position is based in Abuja. Office spaceand cost reimbursements for travel within Abuja for meetings will be providedby HP+.

    KeyResponsibilities : The consultant will beprimarily responsible for leading the finalization of the citizen redressguidelines through the participatory process described above.

    This support willinclude :

  • Take the lead on the GRMstakeholder sessions, including develop agendas and serve as lead facilitator.
  • Revise guidelinesbased on outcomes from stakeholder sessions.
  • Finalize and shepherdguidelines through approval process.
  • Develop disseminationplan for approved guidelines.
  • Develop communityengagement, involvement, and participation plan.
  • Qualifications :

  • Demonstrated understandingand experience with citizen redress mechanisms and community engagementstrategies.
  • Background inaccountability, transparency, working with citizens, defining communitypriorities, and working with citizens required.
  • Health finance andpolicy background or knowledge desired.
  • Understanding of thepublic health system in Nigeria
  • Strong facilitationand writing skills; experience working with multiple stakeholders and usingparticipatory processes to develop operational policies.
  • Excellent listening skills.
  • Good organizationalskills; proficient in basic use of Microsoft Word.
  • Fluency in written andspoken English.
