    With the insurgency affecting North East Nigeria and displacing millions of people, Mercy Corps is expanding its humanitarian programming to support the conflict-

As a result of the wide-scale needs, Mercy Corps is scaling-up food security, non-food items, nutrition, protection, livelihoods, and water sanitation hygiene (WASH) activities in Dikwa, Ngala, Gwoza, Damboa and Bama Local Government Areas in Borno State to address emergency needs.

    General Position Summary

    The Monitoring, Evaluation and Learning Assistant will work with the MEL officer as part of a team to operationalize specific program systems.

    The MEL Assistant is responsible for supporting Mercy Corps staff and partners to regularly collect, enter, verify and analyze data and make timely database adjustments to measure the impact of the program.

    The MEL Assistant will work directly with the MEL Officer and will closely coordinate with other program staff to help ensure monitoring and evaluation data is accurately incorporated into all reports and information products.

    Essential Job Functions

    Understand and maintain an M&E system database that improves Mercy Corps’ ability to inform program implementation, analyze data and represent impact to donors, government, partner organizations and communities.

    Ensure all relevant programme staff are able to utilize the database to analyse program information and results.Regularly review data entered into the M&E system to locate and fix problems with data entry or integrity.

    Manage regular synchronizations and backups of field data to cloud-based data management system.Troubleshoot front and back end issues with the database, including any synchronisation issues of field-

    level data.Work as part of a team to facilitate and support M&E operations including baseline, annual and end line surveys, regular monitoring, data collection, analysis and reporting according to the M&E work plan.

    Generate data (tables / graphs / reports) from the M&E database at regular intervals, ensuring reports / information are available for programme implementation staff when required.

    Facilitate data analysis with programme implementation team as requested.Conduct regular field visits to ensure all elements of the M&E system and database are being utilized effectively by all stakeholders, assessing and identifying breakdowns and areas that require clarifications and improvements.

  • Ensure field teams always have the most recent version of all M&E tools and documents.Assist the team in improving the PROGRAM’s M&E systems by identifying good practices, field tested lessons learned and creative recommendations;
  • share with and encourage staff to incorporate these in their daily work.Work closely with the M&E Officer to develop and deliver staff / partner trainings, improving capacities in monitoring, evaluation and database management.

    Review or edit data in reports as requested and required.Other duties as assigned.

    Knowledge and Experience

    One or more years of experience working in the NGO sector in M&E, ideally in conflict management, peacebuilding, community development or economic and market development.

    A university degree in social sciences or a related field is required. Prior experience carrying out surveys or conducting qualitative and quantitative data collection.

    Prior experience with computerized data management systems.Advanced computer skills in MS Office programs, particularly Excel and Access.

    Strong analytical skills coupled with a solid understanding of quantitative indicators and data collection strategies.Excellent oral and written English skills.

    General Position Summary

    Mercy Corps is looking for a strong Senior Monitoring, Evaluation and Learning Officer. This is an existing position created to strengthen the monitoring efforts of Mercy Corps’ programs in Maiduguri, Nigeria.

    The aim of the Senior MEL Officer will assist the humanitarian program in specific activities that help quantify, analyze, and document the impacts and outputs of Mercy Corps Nigeria’s program in Borno state including data collection, data management, data analysis, mapping, development of M&E tools and reporting systems.

    Essential Job Functions

  • Conduct surveys and assist in monitoring activities that help evaluate programs implementation and successManage program data, including information that is collected by programs;

    Working experience in INGOs is of added advantageStrong knowledge and proficiency in Microsoft Office applications including Excel spreadsheet and Word is required and statistical packages Skills in other programs.

    Mercy Corps Nigeria’s humanitarian program aims to provide assistance to populations affected by the crisis in Northeast Nigeria.

    With funding from humanitarian donors including OFDA, FFP, GAC and ECHO the humanitarian programs engage in several interventions including but not limited to food assistance, logistics and relief commodities, protection, livelihoods, WASH and capacity building of humanitarian response actors.

    Mercy Corps plans to scale up and expand its humanitarian response in Northeast Nigeria to reach more beneficiaries with additional and varied assistance in a wider geographic area.

    General Position SummaryThe project assistant will assist the program teams in the day to day implementation of all program activities in the areas of intervention.

    Essential Job Functions

    Assist program officers to track program progress according to the developed schedule and work plan, including community mobilization, beneficiary registration, community sensitization and coordination in the target geographical locations.

    Assist in promoting community participation including organizing for community meetings and inclusion so as to encourage community ownership over activities implemented and ensure equal representation of various community groups during implementation.

    Conduct nutritional and hygiene promotion messaging to ensure the messages developed address the current knowledge and practices gaps, messages channels are in line with those most commonly used by the communities.

    Support the Programme Officers in conducting trainings to Mercy Corps community volunteers and WASH committees and Sanitation Brigades on community sensitization and messages delivery.

    Whenever delegated, support in supervision of processes like borehole drilling, well constructions, latrine constructions, distribution of WASH related NFIs at the program site level.

    Organize for water quality monitoring including ensuring proper water treatment activities in general, at the program site level and makes sure that the consumables are timely replenishedTogether with the WASH Officer, ensure inclusion of protection principles like gender segregation, adaptation to meet the gender-

    specific and disablement needs, in the design and implementation of the program.Organize and conduct focus group discussion on WASH related topics, including the importance of WASH in Nutrition programming.

    Under the guidance of Senior Project Officer, supervise the implementation of the program in the field, and provide input into design and improvement of WASH infrastructure in targeted areas.

    Perform the planning of and organize and ensure quality performance of- monitoring of WASH projects.Ensure and promote appropriate health messages related to water, sanitation and hygiene behaviors in targeted communities.

    This includes promoting community involvement and ownership in all water and sanitation activities and infrastructure projectsOrganize and supervise processes like borehole drilling, latrine construction and well constructions at the program site level including those contracted to private companies.

    3-4+ years in community based water and sanitation project preferably in urban contextExperience in water supply systems : boreholes, pumping, basic hydraulics, etc.

    Fluency in both verbal and written English highly preferred. Fluency in Hausa and local languages is required.Multi-tasking, coordination, organization, prioritization skills essential.

    Demonstrated strengths in analytical skills, monitoring and evaluation, and report writingHighly-developed computers skills, with strong familiarity with MS Office, Power point, Outlook, Excel, Word, and infrastructure design softwareAbility to work independently and cooperatively with team members required.
