    Scope of Work

    The Senior Nutrition Officer is the Sub-focal point for IRC's primary Nutrition care services in Monguno.He / she reports to the Roving Nutrition Manager and ensures full involvement for the implementation of a quality Nutrition program, in accordance with appropriate standards and as well provide support to the Nutrition manager in identify program gaps in Nutrition services with immediate solution for further necessary steps to address those gaps.

    Assist in providing technical support in planning, implementing and monitoring of Nutrition interventions and as well support in system strengthening and promotion of childhood nutrition.

    Key Responsibilities

    Provide full support to Roving Nutrition Manager on Project Management cycleDeputize for Roving Nutrition Manager when the need arisesOver sees all field Nutrition team activities and report to managerTake charges of some grants T2 lines and monitor their program spending to ensure appropriate compliance.

    With the support of nutrition manager, directly supervised all program assistance with regard to their PP and PM EvaluationsSupport the Nutrition team in preparation, selection and conducting training to HW, CHV, Government officials and members of MTMSGMonitor weekly and monthly CMAM facility program report to ensure clients admission and discharge criteria are in accordance with the recommended anthropometric protocol and approved sphere standard provision respectivelyWith the support of the Nutrition Manager, conducted a support supervision to the CMAM project site for better programing and provision of on the job training to the program related staffsPeriodic check to OTP / SC program documents to ensure proper documentation on admitted SAM clients files and recordSupport to ensure good coordination with the team and other IRC related program sector.

    Follow Up on Tri-referral transfer channel (Community to clinic, OTP to SC and SC to OTP) to ensure all program patients has arrived to appropriate CMAM siteMonitor evolving needs of the target communities and adjust the programmatic priorities as necessary.

    Conduct a periodic stock count at Both OTP / SC clinics and provide a timely site need forecast to ensure availability and to avoid stock outTake lead in conducting Community sensitization, Outreach Mobile OTPs, cooking Demonstration and IYCF related activities.

    Qualifications

    Health and Nutrition related professional ( HND, ) with emphasis on Public Health NutritionSignificant experience in nutrition in emergencies.

    At least 2 years professional experience in nutrition (CMAM and IYCF) programmingExcellent management and supervision skillsAbility to write clear and concise program reports with meet required deadlines.

    Able to work with little supervision while being a strong team player captainExperience and ability to support team and build staff capacity.

    Excellent oral and written communication skills.Ability to live and work under pressure in an unstable security environment.

    Excellent computer skills : MS Word, Excel, Power-point, Outlook and the internet.Fluency in speaking the local languages is necessary

    Job Purpose Objective

    Under the direct supervision of the Stabilization center Clinical Manager, the Matron will be overall responsible of the daily administration and running of the IRC Stabilization center.

    Program management :

    In coordination with the Manager, formulate program goals, objectives and intervention strategies and participate in the budgeting processEnsure that all center activities are implemented as outlined in the project documentsReview the program activities and priorities on a regular basis updating the stabilization center Manager on gaps and / or provide recommendations on how to improve quality of servicesParticipate in planning and implementing health assessments, surveys and campaigns

    Human Resource :

    Overall supervision of all nursing staff working at the center, both IRC and MOH as well as the help mothers, registrars and cleaners in both centers.

    Routinely monitor staff performance according to their job description and provide written feedback in a timely manner.Manage leave and OFF Duty plans of nursing staff working in the hospital to ensure adequate coverage of the hospital, including nights and weekendsCompile and submit the call list to the stabilization center Manager at the end of every month for the beginning of the next monthConvene and attend monthly meetings with the stabilization center Manager, IRC staff and with MOH staff to exchange information and problem solvingHandle all disciplinary issues as they arise with support of the stabilization center Manager and HR ManagerParticipate in the recruitment process of all nursing positions, including participating in the interview process.

    The matron will work in close coordination with the stabilization center doctor in the daily running and planning of the centers.

    Program Activities :

    Ensure all stabilization center activities run smoothly and services are provided timely and efficientlyEnsure quality of care is given to all patients accessing the stabilization center.

    Ensure universal precautions and infection prevention guidelines are followed in service provisionOrganize and conduct regular in-

  • service training and refresher courses for the nursing staff, both IRC staff and MOH.Ensure all the centers have written Standard Operating Procedures (SOPs) that guide the day to day activitiesEnsure quality of care is maintained through sharing of updated guidelines and protocols in line with MOH, WHO, UNICEF guidelinesAssist in ordering of medical supplies on a trimester basis, in line with the projected consumption and available funding;
  • and follow up on delivery of the same through the logistics departmentEnsure all medical items for the centers use in the warehouse are released in a timely manner with proper documentation of the sameKeep an inventory of all of the IRC stabilization center assets, and update this on a monthly basis.

    Share the same with the stabilization center manager and logistics manager on a monthly basisAttend and participate in weekly Continuous Medical Education (CME) sessions at the stabilization center.

    Attend and chair the daily morning stabilization center handover meetings.Co-ordinate referrals of in-patients in a timely manner, through the referral officer and stabilization center Manager.

    Identify and follow up on center facility and equipment repairs, with the assistance of the stabilization center manager.

    Reporting and Coordination :

    Review, authorize and keep accurate records of all requisitions, duty rosters and applications for leaveEnsure that all HIS statistical reports are accurate and submitted on a weekly basisEvaluation of services through monitoring morbidity and mortality rates through monthly statistical reports.

    Forward hospital daily categorized patients bed occupancy to the stabilization center Manager.Keep the stabilization center Manager informed of major issues at the stabilization center without failMaintain an updated record and submit regular inventory reports of center equipment and furniture.

    Others :

    Required Qualifications

    Professional qualification in Nursing (BSN or Diploma in nursing)Registered with the Nigerian Nursing CouncilAt least 3years professional experience preferably in a supervisory / in-

    Scope of Work

    The Intern reports to the Finance Office Maiduguri. She / he supports the Finance Assistant / Office in aspects of day to day operations of accounting department in the Maiduguri Field office.

    Responsibilities

    Assist the finance assistant when making payments to suppliers, contractors and program staff based on approved documents and in line with authority delineation.

    Assist the finance assistant in ensure scrutiny of the entire bill for accuracy and receipt of goods before process for payment.

    Assist the finance officer on documentation, preparation of cash disbursement voucher for all cash transactions related to Maiduguri field office.

    Ensure all transactions are in compliance with IRC accounting policy, Donor restriction and generally accepted accounting principles.

    Maintain confidentiality of all financial and other job related information.Assist the finance Assistant on proper documentation, Stamping, Labelling and filing of all financial documents.

    Assist the finance office on compiling support documents for audit purposes and retuning back to their original location of the audit exercise.

    Help finance unit in moving documents in the office system for approval purposesWith the guidance of the finance Assistant / officer Scan any Finance Document before sending it to the country office for month closing.

    Common Duties :

    Attend and participate in trainings identified / organized by your supervisorFollow any new procedures and guidelines designated in circulars from Country DirectorReport any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (in-

    country and World-wide) as per the IRC reporting mechanism. The reporting of violations is an obligation on the part of all staff membersAssist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.

    Experience :

    Reports to : Reproductive Health Community Mobilization Officer

    Scope of Work

    The Community Mobilizer is responsible for the implementation of educational and promotional activities as well as conducting all community awareness / mobilization activities related to Reproductive Health (RH) for women, girls, men and boys in Konduga LGAHe / she will supervise a network of community volunteers and traditional birth attendants and work closely with the other members of the reproductive health team, in Konduga.

    Position Objectives

    Design and lead efforts to improve community awareness of reproductive health issuesImplement community mobilization efforts to improve women, girls, men and boys’ access to and use of reproductive health services.

    Primary Responsibilities

    Under the supervision of Reproductive Health officer, the responsibilities of the Community Mobilizer includes but are not limited to the following :

    Community Activities :

    Participation in the design, plan and input to the work-plans, based on identified trends and needs.Implementation of community mobilization activities to specifically access hard to reach and vulnerable beneficiaries.

    Organize culturally sensitive educational and promotional activities to raise awareness on RH topics / services, including : Family PlanningMother and Neonatal health, Antenatal Care, and Postnatal Care ,Awareness of STIs and infection preventionReferral and guidance for survivors of sexual assault.

    Contribute to the development of a variety of health education material and tools to fit the context.Mobilize the community, women and girls, women’s groups, community groups etc.

    to increase RH awareness and service utilization, together with RH and GBV teams.Liaise with midwives and community health workers to track and monitor women / clients targeted by the program.

    Ensure the safe and confidential referral of identified survivors of sexual assault to GBV services.Organize meetings with community representatives, and target groups as needed.

    Engage community leaders and women's groups in raising awareness on Reproductive Health.Participate in the recruitment of community health workers.

    Training of community health workers (CHWs) on RH topics / service promotion, hygiene promotion, waste management, infection prevention etc.

    Supervise community volunteers and traditional birth attendants during planned community activities.Participate in community workshops, meetings or any discussions on reproductive health.

    Participate in the development and translation of all messages in the most appropriate language.Active participation in the regular RH / WPE meetings.

    Monitoring Responsibilities :

    Keep record of all the health education / promotional sessions (disaggregated by gender / age / IDP / Host etc).Compile weekly summary of community mobilization activitiesResponsible for compiling timely monthly community mobilization activity reports and data compilation.

    Other Duties :

    Keep a record of distributed / used materials and provides a monthly stock report.

    Confidentiality :

    Ensure non-disclosure of any information whatsoever about practices and IRC activities to any other person or organization without permission, except in the normal performance of the service

    Education :

    Qualified Health Educator with Diploma in Nursing or Community Health.

    Skills and Experience :

    University or Higher Diploma / Degree in Social Sciences, Nursing or Community Health.Or Secondary Certificate with at least a minimum of four years of experience working with local communities.

    At least 2 years’ experience working in a health education / promotion and community project, with displaced population is a plus.

    Familiarity with the local context : language, culture, etc.Sensitivity and diplomacy to provide education on a variety of sensitive RH topicsGood communication skillsSpoken and written English and local language (Hausa, Kanuri, Shuwa or Bura)Basic computer Literacy : Word and ExcelMust be willing to work in an environment with limited resources with poor living conditions and difficult situationsAble to work remains productive under difficult and high pressure situations with the ability to prioritize effectively, and respects and adheres to deadlines.

    The positions is located in Monguno the situation in northeast Nigeria continues to be volatile and the security phase is orange or red depending on location.

    Ensure quality and timely identification and treatment of medical complications associated with malnutrition in SC / OTP in liaison with the health program.

    Give drug regimen for children in the SC and OTP programs.Provide treatment services to malnourished children at the outpatient therapeutic programEnsure nutrition indicators at SC, and OTP meet SPHERE standardsSupervise and coordinate the strict patient management of children in the Outpatient therapeutic feeding.

    Train the nutrition team in case detection and home-based care.Mentor the nutrition assistant staff to manage patients with acute malnutrition as per protocol.

    Train and mentor IRC staff and other key stakeholders in Growth Monitoring, IYCF, MNDC, CMAM; especially the OTP and SC staff.

    Ensure the establishment of nutrition monitoring activities and train health staff in case detection and referral system.

    Participate in the conduction of studies and surveys.Participate in the delivery of trainings for health staff and in capacity building.

    Improvement of the IYCF program in the IDP camps and Host communities.Ensure timely reporting in accordance with set deadlines.

    Improve the provision of quality nutrition counseling in the hospital SC and other entry points in the health programme in liaison with relevant IRC sectors.

    Plan and Conduct continuous monitoring of the OTP and SC patient management through quality of care (Quality of Care) assessments.

    Participate in program strategic planning and roll-out of new program areas in liaison with key stakeholders and cooperating partners.

    Adhere and uphold IRC code of conduct at respective work area.

    Supervision and Leadership :

    Directly supervise nutrition assistants and registrars in OTP programs.Supervise and work in strict collaboration with the nutrition team in the screening activities of severely malnourished children.

    Identify training gaps for the incentive staff and beneficiaries within nutrition program and communicate the same to the program manager.

    Networking and Coordination :

    Ensure proper communication, coordination and harmonization of tools with the different stakeholders involved in food / nutrition activities.

    Develop and coordinate the adherence and reporting of nutrition education sessions as per developed annual plan.In collaboration with the Nutrition Manager and the logistics officer follow-

    up food provision.Create appropriate linkages and referral for nutrition activities.Work closely with other health programs in spirit of integration for maximum output.

    Attend all program implementation meetings.

    Required Qualification

    Diploma in NursingRegistration with the Nursing Council of NigeriaMust possess at least three (3) years’ experience in implementing nutrition related activities in a busy community set up.

    S / He must possess ability to analyze and interpret both quantitative and qualitative programmed data.Must possess excellent planning and organizational skills.

    Must be able to work with minimal supervision.Must have cognate skills in computer appreciation.MUST possess a high level of integrity and with good interpersonal skillsReady to work in difficult environmental conditions.

    Required Experience :

    Addition nutrition training in CMAM / IMAM and MIYCN is an added advantage.Strong communication skills, oral, written and presentation.

    Previous experience in North east NigeriaPrevious experience working in insecure contextsExtremely flexible, and have the ability to cope with stressful situations.
