What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence.

We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence.

We direct and coordinate the international activities conducted in these situations.

Purpose

The Head of Logistics Compliance designs, implements and exectues the global risk Management and Compliance strategy of the Supply Chain & Logistics department.

She / he leads the Risk Management activities to identify and mitigate risks based on ISO 31000 and COSO frameworks, defines and rolls out worldwide an Internal Control System in line with operational objectives of quality and efficiency.

She / he raises awareness and equip operational managers with tools to adapt risk mitigation mechanisms to their specific context and actively contributes to ICRC Supply Chain & Logistics department’s Quality Management’s reengineering.

Principal accountabilities

  • Sets the logistics compliance strategy, in line with the global compliance framework, to ensure that risks are managed and processes are auditable.
  • Trains and supervises the logistics compliance team.
  • Ensures that logistics procedures are properly applied by checking files, forms and transactional software data.
  • Sets the logistics risk-management strategy and ensures that it is implemented so that risks are continually identified and addressed.
  • Coordinates logistics compliance activities with the Logistics Desk Managers and a regional network of specialists (the Logisticians and staff working in procurement, air operations and fleet management).
  • Represents the Logistics Division within the global compliance framework.
  • Works on building synergies with other ICRC support divisions (e.g. Finance and Administration, ICT and HR).
  • Provides technical guidance and support to logistics staff in the field.
  • Your Tasks

    Management of the Logistics Compliance Unit

  • Maintains staff by recruiting, selecting, orienting, and training employees; developing personal growth opportunities.
  • Accomplishes staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching and counselling employees;
  • developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.

  • Establishes strategic goals by gathering pertinent business, financial, service, and operations information; identifying and evaluating trends and options;
  • choosing a course of action; defining objectives; evaluating outcomes.

  • Accomplishes objectives by forecasting requirements; preparing an annual budget; scheduling activities and expenditures;
  • analyzing variances; initiating corrective actions.

  • Maintains quality service by enforcing quality and customer service standards; analyzing and resolving quality and customer service problems;
  • identifying trends; recommending system improvements.

    Risk Management

  • Supervise the support provided to Business Process owners in the analysis of their processes, the failure mode and effect analysis, the risk identification and the definition of appropriate controls.
  • Coordinate the designed of an Internal Control System to ensure that risks that can prevent our organization from meeting its objectives are identified and mitigated.
  • Coordinate with the knowledge management team the update of related knowledge base, tools, templates and documentation.

  • Oversee the annual logistics & supply chain risk management cycle embedded within the institutional risk cycle to ensure a regular assessment of our Internal Control System
  • Internal control coordination

  • Work closely with the Global compliance office to ensure efficiency of ICRC global Internal Control System and minimize gaps and overlaps
  • Participate in the frauds lessons learned exercise with the Global Compliance Office to define action plans and coordinate the follow-
  • up. Provide regular feedback on corrective action implementation to the Direction, Governing Bodies and Donors through the Global Compliance Office.

  • Coordinate the design of tools to enhance the monitoring of the Internal Control System (risk-based self-assessment checklists, check plans)
  • Oversee the activities of monitoring of the Internal Control System through the implementation of Service Level Agreement, ensure guidelines and training on standard methodology are provided, recommendation centralized, and appropriate action plan followed up.
  • Change Management

  • Reinforce the implementation of 1st line of defence controls defined by the Internal Control System
  • Supervise the training of the staff and managers in the field on the use of templates, tools and of the self-assessment checklist to reinforce risk awareness and treatment of contextual risks, supporting decision making process on risk contextualisation at delegation level.
  • Scope & Impact

  • Is in charge of the logistics compliance budge and sixteen full-time equivalents
  • Geographical remit : global.
  • Relationships

  • Internally, interacts with logistics staff in the delegations, logistics process owners, the Accounting Service, Internal Control and Compliance Services, the Office of the Director General and the global compliance team.
  • Externally, may interact with consultants.
  • Selection requirements

  • Experience in project management and in the definition and implementation of a strategy
  • Experience using supply-chain modules of enterprise resource planning systems
  • Quick capacity to analyse, oversee and understand complex business processes
  • Basic knowledge of the Erwin / CaseWise application is a plus.
  • Risks management or Compliance experience is a plus.
  • Previous ICRC field or HQ experience is a plus
  • Your Profile

  • University diploma in business administration, Supply Chain or Procurement.
  • Ten years' professional experience, four years’ management experience in supply-chain, procurement or inventory management in a private or not-for-profit company.
  • Experience working in an international, multicultural environment an asset.
  • Fluent in English (speak, read, write) & working level of French.
  • Fluent with MS Office especially MS Excel
  • Desired profile and skills

  • Able to work under pressure in a potentially dangerous environment
  • Our operational & field constraints

  • In line with the principle of neutrality, the ICRC dœs not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 6 months
