DevTech Systems, Inc. implements the Monitoring, Evaluation, and Learning (MEL) Activity. The Activity provides continuous, on-

the-ground, on-demand and systematic support to USAID / Nigeria and implementing partners on performance monitoring, data verification, impact and performance evaluations, project and activity level monitoring, evaluation planning and management, organizational learning, capacity building, and knowledge management.

DevTech is seeking a highly qualified MEL Specialist with project management experience to manage these efforts.

Overview :

The Monitoring, Evaluation and Learning (MEL) Specialist (Health) will provide technical support to the USAID / Nigeria health technical offices (Health Population and Nutrition HPN and HIV / TB) and its Implementing Partners (IPs).

Under the guidance of the Senior MEL Specialist (Health),Deputy Chief of Party (DCOP) and the Chief of Party (COP), the Specialist will work with the MEL Activity’s Contracting Officer’s Representative (COR) and other USAID technical staff to develop methods and systems required to meet the deliverables required for MEL tasks.

Specific Duties & Responsibilities :

S / he will be responsible for :

  • Supporting the Mission in planning and conducting Data Quality Assessment on select indicators to improve data reporting and program performance;
  • Supporting USAID / Nigeria Mission to review evaluation scopes of work, oversee MEL-managed evaluations, and support evaluation teams to ensure quality reports;
  • Supporting USAID / Nigeria Implementing Partner (IPs) with review of Activity MEL Plans (AMELPS), data entry, cleaning and analysis in the Performance Reporting System (PRS);
  • Supporting USAID / Nigeria health technical teams during Portfolio Reviews, Performance Plan and Reports, and other USAID / Nigeria reporting needs; and
  • Providing key expertise in the design and analysis of results, and capacity-building related to the Mission’s goal of furthering Collaboration, Learning and Adapting (CLA) internally and with its partners.
  • Qualifications & Experience Requirements :

  • A minimum of a Master’s degree in Public Health with background degree in Medicine / Dentistry, Pharmacy or the Health Sciences.
  • A minimum of 5-7 years progressively responsible professional-level experience in international development, monitoring and evaluating HIV / AIDS / TB projects as well as projects in one or more of the following health areas : malaria, maternal, newborn and child health, nutrition, and sexual and reproductive health.
  • Expertise in USAID policy and practices for performance monitoring including Mission-level performance management plans (PMP), activity-
  • level M&E planningand indicator development.

  • Expertise in data collection and analysis, data quality assessments, statistical methods and performance monitoring and reporting.
  • Expertise in the design, management, and implementation of evaluations of development interventions, including experimental and quasi-experimental methods.
  • Excellent team work, inter-personal skills, verbal and written communication, and facilitation skills.
  • Expertise in tailoring blended learning and presentations to a variety of audiences, including USAID, implementing partners, and government stakeholders.
  • Ability to ensure the timely delivery of quality reports and other deliverables related to M&E and performance management.
  • Fluency in English with strong verbal and written communication skills.
