DAI is seeking a Technical Assistance Facility (TAF) Manager for Rwanda to join our busy Rwanda Public Sector Reform Technical Assistance Facility Programme (PSR TAF) .

This will be a full-time role based in Kigali, Rwanda.

The PSR TAF is a 5-year DFID-funded programme that will provide technical expertise and capacity building to government ministries and implementing agencies, in support of 5 areas :

  • Cross-government coordination;
  • Performance incentives
  • Feedback mechanisms
  • Policy development and implementation;
  • Decentralisation policy and local government capacity
  • The facility will finance mostly technical assistance (either direct or contracted) with a small provision for training, workshops, goods and sub-contracting specialize companies.

  • The technical assistance will work in two ways : 1) embedding advisors in ministries and other implementing agencies (medium & long-term technical assistance);
  • 2. Short-term deployment of technical experts to provide advice, run workshops, undertake technical studies and research, mentor and couch government officials (short term technical assistance).

    Scope of Work and Tasks :

    This is a full-time role based in Kigali, Rwanda. The TAF Manager’s ultimate responsibility will be to manage the TAF, ensuring it responds efficiently to requests for technical support as reform areas are identified.

    The TAF Manager will also serve as the Project Manager for DAI being responsible for the operational management of the programme, including swift project start up and deliver and full compliance with the GoR, DFID and DAI requirements.

    Intervention Identification and Design

  • Support the initial design of new projects / reform interventions, e.g., assist Team Leader with drafting of TA Terms of Reference (TORs) for TA assignments.
  • Review any conflict of interest, duty of care requirements, conduct vetting and due diligence.
  • Both support and lead on the development of reform intervention budgets, identifying required TA resources (LOE) and ensuring VfM across the interventions.
  • With inputs from the technical team, develop practical key performance indicators (KPIs) to measure intervention / s performance.
  • Organise review meetings and support the team in conducting TA diagnostics : assess the scope, programmatic impact, budget etc.
  • of proposed interventions to ensure the scope and ToR are feasible and contribute to programme objectives.

    TAF Management :

  • Develop TAF Operations and Intervention Delivery Manual, including intervention selection criteria, operational procedures for the long-term running and operational sustainability of the TAF throughout programme duration.
  • Be in charge of TAF project tracking systems to monitor status of individual assignments.
  • Build relationships with and maintain roster of TA international and national expert pool.
  • Manage the procurement of TA inputs : hiring and deploying of TA experts, induction and onboarding to the PSR TAF, project completion procedures, and adherence to contractual compliance.
  • If required, ensure appropriate MoU’s are in place with government ministries.
  • Provide monitoring and quality assurances to ensure the TAF is consistently compliant with expectations, delivering as envisaged, and that the quality of service is high.
  • Liaise with DAIE HO team and local finance team on the approval of TA invoices -in line with approved deliverables- and creation of budgets in Oracle, to ensure swift payment processes and streamlined financial management.
  • Ensure the TAF is compliant with DFID Terms and Conditions.
  • Intervention Monitoring : M&E and Financial, Administrative and Operations :

  • Collate risks and opportunities on projects for initial draft and subsequent reviews of the PSR TAF Programme Risk register.
  • Support in progress monitoring of individual assignments / reform interventions, coordinating ongoing inputs of TA experts pool.
  • Support the capture of project results and data in line with DAI Europe’s MfDR data specifications and financial and operations reporting and ensure that relevant platforms are updated and checked regularly.
  • Work closely with the PSR Finance and Admin Manager to ensure that reform intervention project budgets are on track.
  • Project Management :

  • Work with project teams and Project Accountants to establish and maintain robust financial management and tracking systems, including managing designated project budget, ensuring adherence to project profitability targets, monitoring project expenditure and compiling accurate expenditure forecast internally and to clients, and supporting the development of milestones and KPI’s;
  • Review, edit and quality control project deliverables before client submission;
  • Provide support to the Team Leader regards to the effective utilisation of DAI tools and systems
  • Ensure full compliance to DAI’s ISO processes.
  • Other :

  • Ask as Safeguarding Focal Point for the PSR TAF, ensuring safeguarding is sufficiently embedded throughout the programme, including in individual intervention designs.
  • Be responsible for monthly, quarterly and annual reports collation and contribute to other DFID deliverables as required.
  • Perform other duties as required as per the PSR TAF ToR, Team Leader and DAI Head Office requests.
  • Supervision : The TAF Manager will report to the Team Leader or their designee.

    Level of effort : full time

    This overseas assignment will start as soon as possible . The successful candidate will be required to deploy and travel with minimum delay.

    Remuneration and benefits for the role will be commensurate with experience plus the addition of project allowance.
