Iraq Governance and Performance Accountability Project (IGPA)

Project Background :

The purpose of the Iraq Governance and Performance Accountability (IGPA) project is to advance effective, accountable, and transparent governance in Iraq.

This USAID effort, implemented by DAI, will work with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability, and economy.

Reform initiatives includes support to improve service delivery functions, public financial management, and open government initiatives.

IGPA will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly.

IGPA has four (4) objectives :

1. Enhance GOI service delivery capacity

2. Improve public financial management

3. Strengthen monitoring and oversight of service delivery and public expenditure

4. Support Iraqi change agents (cross-cutting objective)

Purpose : The Director of Operations will be responsible for managing daily operations of the project, including administrative, logistics, procurement, subcontracts and financial accounting as well as personnel.

Responsibilities and Key Tasks :

The Director of Operations will be responsible for the below tasks :

  • Act as the primary point of contact for DAI home office Project Manager on all home office requests related to operations.
  • Oversees the Finance Director, Subcontracts, Procurement and HR and Administrative Teams.
  • Establish and maintain compliant reporting records per record management policy and DAI field operations manual.
  • Oversees all program subcontract implementation to ensure proposal and budget feasibility and activity schedule and material procurement standards are upheld as outlined in DAI guidelines.
  • Provides oversight of all procurement processes, including determining procurement requirements, to identify and ensure the most appropriate procurement methods to ensure transparent processes are utilized.
  • Ensures use of the procurements management system (TAMIS) and other DAI policies and procedures.
  • Reviews all subcontracts and procurement activities for compliance with program policies and USAID regulations.
  • Establish project administrative policies in accordance with USAID rules and regulations, DAI policy and Iraqi law.
  • Oversee all administrative matters, including the recruitment and management of operational, procurement, financial and administrative staff.
  • Other duties as requested by USAID and / or the Chief of Party
  • Qualifications :

  • A minimum of 15 years at the managerial level and / or a demonstrated track record of progressively responsible managerial experience implementing complex donor-
  • funded projects with multiple activities

  • A Master’s degree strongly preferred in business or international development, decentralization, public administration or a related area or equivalent experience;
  • preferably including previous experience in Iraq or countries with similar development challenges

  • Demonstrated financial management, leadership, operational acumen, and interpersonal skills
  • Strong writing and oral presentation skills
  • Able to speak, read and write fluently in English
  • Preference for fluent Arabic Speakers
  • Extensive international professional networks
  • Able to recruit and supervise Iraqi and expatriate experts
  • Location and Reporting :

    The Director of Operations will be based in Baghdad, Iraq and will report to the Chief of Party.
