Palladium is seeking a Team Leader to oversee the PLANE programme in Nigeria. The PLANE is a new UK aid funded flagship basic education programme to enable more inclusive and effective state and non-

state systems to deliver foundational skills to all children. It will run for 8 years 2019-2027.

The programme will be focused on getting the foundations right through a systems approach to result in better teaching and learning, improved governance (for state and non-

state education delivery) and increased use of data and evidence


The Team Leader acts as the central point of leadership for the programme. This covers both technical and operational delivery of the programme in the focus states Kano, Kaduna, Jigawa as well as the South (East and West) and the federal level.

Relationship Management :

Strengthen existing, develop new and manage relationships with the programme’s contact points in the MDAs at Federal, State and Local levels as well as civil society actors, including the media, other PLANE suppliers, partner programmes and DFID.

We are looking to identify a specialist in the following areas :

Technical Leadership : Oversee the delivery of the programme outputs ensuring their quality and coherence, drive innovation and adaptation picking up on learning and the latest evidence.

  • Operational Planning : Lead with the Technical, Finance and Operations leads in the preparation of work plans and budgets;
  • staffing plans; performance improvement plans and other plans as required.

    Project Management : Provide guidance, oversight and quality assurance for all project activities, outputs and outcome deliverables.

    The Team Leader assume overall responsibility for the effective implementation of work plans to ensure delivery is on time, within budget, meets DFID and government expectations and is contractually compliant.

    She / He will monitor implementation progress; resolves issues, manages and mitigates risks; and escalate as appropriate.


  • A deep knowledge of the Nigerian education sector, its challenges and opportunities, acquired through working on other similar donor programmes, the government or NGOs.
  • A solid network of public and private education actors and the gravitas and diplomatic skills to represent the programme and manage relationships with stakeholders from government, civil society, the media and donors.
