We have an urgent opening for the post of Contracts Manager(Responsible for Handling Regulatory Contracts-NAPIMS) at Lagos (Nigeria).

We are a part of large Oil & Gas producing company based in Nigeria. We are putting up green field projects for LNG / Petrochemicals / Methanol / PDH-PP / GPP / Power plants.

Experience : 10-15 Years

Age : 30-40 Yrs

Qualification : Degree in Engineering 10-15 years' experience of contracts administration, tendering of materials or services by tender within the oil and gas industry.

Knowledge of computer software systems used in Materials / Contracts. Experience of the legal / contracts requirements and definitions, including the use of legal language.

JD :

Carries out a variety of duties related to the preparation, awarding and execution of a variety of contracts for services and materials purchase.

Includes selection of suitable vendors, preparing calls for tender, reviewing bids received and assisting in the determination and the award of contracts, including the administration of such contracts.

Monitoring and the execution of contract / order by the contractor / supplier till the contract is closed out with full and final settlement to the Contractor / supplier.

2. Tasks and Duties :

Will carry out contract development activities for assigned division / department on materials / services groups according to assignment.

Duties and responsibilities will include :

For In-house Tenders :

a. Prepares tenders and contracts documentation. Includes receiving technical specifications, reviewing and discussing with originator and modifying 'scope of work' as necessary.

Submits to originator for comments prior to issuing call for tender.

b. Issues and / or assists in the issue for all calls for tender for the purchase of materials and / or provision of services for Sterling’s operations.

c. Attends Tender opening meetings, prepares and signs list of bidders, takes notes of unclear bids and follows-up with bidder to obtain clarification of bid received.

Arranges and coordinates technical evaluation of bids by concerned personnel.

d. Participates in arranging and attending Tenders Committee meetings. Presents comments and commercial assessments of bids received with recommendations for awarding bid, based on the Company's procedures and policies.

Follows-up on contracts awarded, to notify successful bidder, prepares "telex of intent" and arranges the financial aspects such as extraction of performance bond and arrangements for signature of contracts between involved parties.

Sends regrets to unsuccessful bidders.

e. Distributes copies of signed contracts to successful bidder and concerned STERLING personnel and retains a Department copy.

  • f. Follows up on contracts, including preparing contract renewal reminders, amendments, cancellations, extensions and claims;
  • obtaining management's approval and keeping current files for all contracts.

    g. Monitoring the execution of Contract / order in close co-ordination with the user department.

    h. Ensuring delivery of materials / services in a timely manner in accordance with the contract / order.

    i. Ensures that completion certificates are prepared and duly signed upon completion of contracted work and services.

    j. Maintains an up to date list of suitable / acceptable vendor companies. Refers to the Company's list of vendors / contractors, taking into account originators' remarks concerning suitability of services provided.

    Determines suppliers who are to be requested to submit bids for contracts in order to restrict bid process to the most appropriate vendors.

    Carries out other similar or related duties such as compiling statistics for inclusion in departmental activity reports.

    Completes weekly update report.

    For NAPIMS Tenders :

    a. Prepares draft Adverts, Contract Strategy in consultation with user department. Obtains, reviews, corrects the draft pre-qualification evaluation criteria from the user department.

    b. Submits the Advert copy, Contract Strategy and pre-qualification evaluation criteria to NAPIMS and NCD for review and approval.

    c. Publishing the Advert in two national news papers and in NipeX portal.

    d. Supervising and administration of questionnaire issuing to vendors and collecting the responses.

    e. Follow-up with NAPIMS and NCD for opening the responses in presence of their representatives.

    f. Carrying out pre-qualification evaluation as per the approved criteria with user department and NAPIMS officials. Follow-up for NCD pre-qualification evaluation report.

    g. Submission of pre-qualification evaluation results to NAPIMS through NipeX for their approval.

    h. Preparation of ITT document for supply and services based on the Scope of work / compensation schedule received from user department.

    i. Get the ITT document reviewed and approved by the DGM / GM of Supply Chain Management Department.

    j. Follow-up with NAPIMS for pre-qualification results approval.

    k. Uploading the ITT document in the NipeX system for NAPIMS approval. Follow-up with NAPIMS for timely approval.

    l. Submission of ITT document to NCD and obtaining their approval.

    m. Publishing the technical ITT to the pre-qualified bidders through NipeX.

    n. Immediately after the closing date, co-ordinates with NAPIMS and NCD officials for participating in the technical bid opening exercise.

    o. Providing a copy of the bid to user department for technical evaluation. Review of contractual deviations and resolving the same in consultation with NAPIMS officials.

    p. Co-ordination with user department, NAPIMS and NCD for timely completion of the technical evaluation report.

    q. Co-ordination with user department for preparation of commercial evaluation template and price schedule.

    r. Submission of Technical evaluation report and Commercial template through NipeX for NAPIMS for approval.

    s. Submission of Commercial Template to NCD and obtaining their approval.

    t. Publishing the Commercial ITT to the technically qualified bidders through NipeX.

    u. Follow-up with NAPIMS and NCD for opening the price bids in presence of their representatives.

    v. Carryout the commercial evaluation in co-ordination with NAPIMS and user department.

    w. Submit the commercial evaluation results and recommendation of contract award to NAPIMS for approval.

    x. Preparing and issuing the LoI / Contract for signature of parties on receipt of approval from NAPIMS.

  • y. Follows up on contracts, including preparing contract renewal reminders, amendments, cancellations, extensions and claims;
  • obtaining management's approval and keeping current files for all contracts.

    z. Monitoring the execution of Contract / order in close co-ordination with the user department.

    aa. Ensuring delivery of materials / services in a timely manner in accordance with the contract / order / operational requirement.

    bb. Ensure timely payment to the contractor / supplier in accordance with contract conditions.

    cc. Ensures that completion certificates are prepared and duly signed upon completion of contracted work and services.

    dd. Develop and maintain an excel file for the all the above activities to generate the necessary reports periodically as per the management’s requirements.

    3. Work Contacts :

    Internal, frequent contacts at senior levels on contracts related matters. External, frequent contacts with NAPIMS, NCD, prospective and successful bidders to clarify Company requirements, administer contracts and discuss change or variation orders.

    4. Independence of Operation :

    Works within the framework of the Company's procedures for amending and administering contracts. Independent action is limited to routine matters concerning administration of contracts.

    Work accomplishments are subject to review and direction.

    5. Supervisory Responsibility :

    Supervise the sub-ordinates in an efficient manner so as the achieve maximum utilization of the available resources.

    should have worked in turnkey contracts, E&S, and service contracts sections.

    should have knowledge of computer software systems in mm as well as hands on experience in microsoft outlook (e-mail), ms word, excel, and power point etc.

    should be flexible to adopt to jv operating company and multi cultural environment.
