Position Title : Senior Evaluation Specialist STTA

Period of Performance : November 2019 to March 2020

DevTech is seeking the services of a Senior Evaluation Specialist to support a final performance evaluation of the Feed the Future (FTF) Agricultural Policy Activity in partnership with USAID / Nigeria.

The primary purpose of this final performance evaluation is to determine whether the assistance provided by USAID / Nigeria through the Agricultural Policy Activity achieved the stateddevelopment objectives, and to understand the lessons learned from this particular Activity inNigeria, taking into account the findings and recommendations of the mid-

term performanceevaluation. It is intended to provide an independent examination of the overall progress andaccomplishments of the Activity.

The evaluation should provide a detailed picture of the majoraccomplishments and weaknesses of the Activity since its inception and determine how itssuccesses can be sustained.

This final performance evaluation will provide USAID / Nigeria, itsimplementing partners, and agriculture sector stakeholders with data on outcomes andachievements.

The evaluation should also elucidate lessons learned and include specificrecommendations to USAID / Nigeria on how the Activity interventions can be sustained andscaled by other FTF activities, partners, private sector firms, or by the Government of Nigeria (GON).

Scope of Work :

The Mid-Level Evaluation Specialist will support the Final Nigeria Agriculture Policy Activity by working closely with the evaluation team to :

  • Review available information to identify information gaps and refine data collection tasks accordingly;
  • Prepare a presentation for an in-brief with the USAID Economic Growth and Environment (EGE) technical office;
  • Design data collection instruments for individual interviews and focus group discussions;
  • Design discussion guides for stakeholder roundtables;
  • Develop a detailed work plan for USAID approval;
  • Plan the logistics of the evaluation field work;
  • Conduct individual interviews with FTF Nigeria Agricultural Policy activity stakeholders who are identified in the target areas and groups section of this SOW;
  • Conduct focus group discussions (roundtable discussion) to answer the evaluation questions and bring together stakeholders involved with the project;
  • Debrief EGE on the preliminary findings at the end of field work; and
  • Develop the final evaluation report.
  • Deliverables, Level of Effort, & Schedule :

    For this evaluation, the Mid-Level Evaluation Specialist will :

  • Participate a kick-off call with the MEL Activity prior to beginning evaluation work
  • Review all background documents and preparation work, as provided by USAID / Nigeria’s Office ofEconomic Growth and Environment, prior to development of data collection tools and work plan, and in advance of beginning field work
  • Prepare for and attend team planning meetings and in-brief with USAID, including contributing to the development of the in-
  • brief PowerPoint presentation, appropriately formatted to the USAID ADS Style and Format Guide

  • Contribute to the development and revisions of workplan and data collection tools, including pre-testing and revisions, as directed by the Team Lead, based on the background review documents and the in-brief with USAID
  • Support in planning and arranging logistics for the field work, including reaching out to and scheduling interviews with stakeholders;
  • identifying suitable stakeholders for interviews; and ensuring meeting locations

  • Incorporate USAID and MEL team feedback into the workplan and data collection tools, as necessary and to the satisfaction of USAID / Nigeria
  • Conduct information and data collection activities (key informant interviews and focus group discussions) in Abuja and throughout Nigeria, as determined by USAID and the Team Lead, and as guided by the work plan and data collection tools
  • Upload / share interview notes to the MEL Activity’s SharePoint within 24 hours of completion of interview / discussion
  • Lead the development of the draft evaluation report, incorporating feedback from USAID / Nigeria and the MEL team
  • Lead the preparation and presentation of preliminary findings / exit brief to USAID / Nigeria’s EGE
  • Contribute to the development of final evaluation report, and consideration and inclusion of USAID’s feedback until USAID / Nigeria’s EGEaccepts and approves the final version of the evaluation report
  • Contribute to the development of the 2-3-page summary of the evaluation methodology, findings, conclusions and recommendations and a one-page infographic
  • Remain flexible as unforeseen circumstances arise, manage focused and effective communications with the evaluation team to problem solve, lend subject matter expertise and guidance as necessary, and ensure issues are addressed in a timely manner
  • Qualifications :

  • Must have at least a master’s degree or equivalent in DevelopmentEconomics, Public Policy, Public Administration, Business Administration, SocialSciences, or a related field;
  • At least eight (8) years of experienceconducting bothqualitative and quantitative evaluations / assessments around improving capacity forservice delivery and policy formulation in developing countries, preferably in Nigeria or West Africa;
  • Good methodological background in managing, implementing or evaluating agricultural policy in developing countries;
  • Must be able to design evaluations and analysis; quantitative and qualitative data collection and analysis; survey design and analysis;
  • Must have demonstrated experience analyzing data from agriculture policy projects.
  • Experience Requirements :

  • Must demonstrate good interpersonal and diplomatic skills as well as strong report writing and analyticalskills;
  • African / regional experience is desired;
  • Should have significant experience with gender integration and institutional capacity experience and expertise;
  • Ability to conduct interviews and discussions and write well in English is required;
  • Must be able to work as a team.
