Output 3 Programme Manager
About the programme :
Partnership for Learning for all in Nigeria (PLANE) programme will be DFID Nigeria’s overarching education programme and will be taking over from the programmes in DFID Nigeria’s current education portfolio.
The programme’s proposed impact is more children and young people acquire knowledge and skills that enhance their life chances , and the proposed outcome is more inclusive and effective education systems (will) deliver foundational skills (whereby) state and non -
state basic education providers enable better learning outcomes, including for marginalised groups of children .
Introduction to Role
Output-3 of PLANE aims to improve the management and performance of the non-state sector in delivering basic education to children.
A highly experienced Programme Manager is required to support Output 3 Lead in delivery of all Output 3 components, including the management of core programme delivery staff.
Responsibilities will include :
Developing and managing the day-to-day implementation of the programme’s workplan and ensuring integration of cross-cutting components across all interventions;
Tracking progress against plans, ensuring efficient and effective delivery; providing support to the team to troubleshoot and take corrective actions;
Ensuring synchronisation of Output 3 workplan and logical framework with other PLANE Outputs;
In consultation with the Output Lead, Technical and Monitoring, Evaluation and Learning (MEL) team initiating changes to the programme logical framework;
Ensuring achievement of programme’s milestones and targets according to budgets and work plans in a timely manner, as well as in compliance with DAI and DFID regulations;
Supporting the Output 3 Lead in providing timely, accurate and high-quality deliverables to the client;
Designing programme management processes and systems leading to efficient and ultimate performance of the team;
Identifying resources needed to successfully implement programme activities. Drafting terms of reference and supporting recruitment as required for long and short-term positions;
Designing, launching and managing calls for proposals and / or other technical assistance interventions.
Ensuring engagement and effective learning throughout Output 3;
Performing other relevant tasks as required.
At least 8 years of experience in the development sector, preferably with DFID-funded programmes;
5+ years of professional programme management experience in successful delivery of complex workplans in challenging operating environments;
Acumen of key financial management principles and ability to deliver programmes within agreed budgets;
Experience in designing and implementing programme management processes, including monitoring and evaluation, results frameworks, workplan preparations etc.;
Good understanding of donor, including DFID, rules and regulations;
Experience of writing reports for corporations, donor agencies, the media, and other audiences;
Proven skills in managing full time long term project teams;
Ability to develop and maintain senior level relationships with Government and Donors.
Ability to integrate, meet short deadlines and operate under pressure;
A flexible approach and ability to understand and respond to implementation challenges;
Excellent verbal and written communication and report writing skills in English
Willingness and ability to travel extensively within Nigeria.
Extensive professional experience in Africa, particularly Nigeria.
Advanced degree, preferably in business, international development or another relevant field.
The Programme Manager will report to the Output 3 Lead.
PLACE OF WORK
The Programme Manager will be based in the established PLANE office in Nigeria (exact location TBC). Frequent travel to other states will be required.
