Libya Local Governance and Civil Society Activity
COMMUNICATIONS AND REPORTING OFFICER
Project Background :
The Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-
level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens.
LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable.
To achieve these goals, LGCS will center its activities around four objectives :
Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform.
Strengthen national and subnational decentralization policies, systems, and, and coordination
Inform Programming through a robust learning and analysis agenda
The Communications & Reporting Officer will support project communications and reporting, internally and externally. S / he will contribute to communications as well as monitoring, evaluation, and learning activities of the project.
He or She will additionally support project-sponsored events, such as conferences or trainings, by organizing, branding, and producing required informational materials.
Responsibilities and Key Tasks :
Contribute to design of LGCS’s communications strategy.
Develop communications materials including publications, social media content management, success stories, impact assessments and news releases.
Work with project technical leads to support visible project implementation and effectively communicate project impact to beneficiaries and stakeholders.
Ensure communications materials are prepared according to branding and marking plan.
Support technical team in developing key messages and oversee the development of project reports for submission to donor.
Draft project reports to be submitted on a weekly, quarterly, annual and as needed basis.
Work closely with MEL Director to support LGCS MEL system and reporting.
Other duties as assigned by supervisor.
At least 5 years of professional experience in communications, outreach, M&E, marketing, journalism, or a related field.
Bachelor’s degree in related field of study. Master’s degree preferred.
Well-developed analytical writing skills, communications, and interpersonal skills.
Experience with USAID or other international donor-funded projects preferred .
Proficiency with MS Office software.
Oral and written fluency in English required. Knowledge of Arabic is preferred.
Familiarity with Libya and the MENA region preferred.
Must be willing to travel to Tripoli, Libya.
