Project : Technical Assistance to Public Finance Management (PFM) Reforms in Malawi
The objective of the project is to assist the Government of Malawi in achieving efficient and effective use of public resources to contribute to the growth of the economy and development of the country.
The project’s purpose is to promote good economic governance and accountability, contribute to efficient use of public funds and effective resource mobilisation.
These areas address key constraints to an enabling environment conducive to economic growth and trade development. The project will support the implementation of the PFM Rolling Plan with a particular focus on main expenditure risks including procurement process and revenue management.
It will facilitate behaviour changes and performance improvements in the key areas of :
Public Procurement and Contract Management
Payroll and Pension Management
Commitment Control and Debt Management
Parastatal Financial Management and Oversight
Developing a tax system that is effective, efficient and transparent while strengthening the tax policy analysis function.
Job Title : Senior Non Key Expert (NKE) Development and validation of non-tax revenue policy
Qualifications and skills
A minimum of Master’s Degree in Taxation Law, Policy, Strategic Management, Economics or Development Studies or any other relevant field.
General professional experience
At least 12 years demonstrated experience in strategic planning, policy and strategy development. Experience in tax or non-tax policy will be an added advantage.
Specific professional experience
At least 5 years demonstrated experience in undertaking similar work, preferably in Malawi or within the Sub-Saharan Africa region.
Expertise in analysis and development of strategic documents.
Experience in coordinating multi stakeholder programs nationally and / or internationally.
Specific policy analysis and implementation experience in the Malawian public sector and awareness of the current economic and structural reforms in the country.
Detailed awareness of the public sector priorities in the country including key constraints, key stakeholders, the national vision (MW 2063), strategies and road maps as well as COVID-19 impact.
Previous proven experience in advising high level government officials in policy implementation and coordination.
Excellent communication and interpersonal skills and ability to perform in diverse and multicultural environment.
Excellent writing and presentation skills.
Fluent in spoken and written English.
Excellent team working skills.
Excellent command of Microsoft Office and other related tools.
