DevTech Systems Inc. is seeking a highly motivated and energetic Finance & Administration Manager. He / She must have the ability to work in a fast-
paced environment, sometimes under pressure, while remaining flexible, proactive, resourceful and efficient. The Manager will provide financial and administrative management, overseeing financial, contractual, procurement and logistics aspects for the project.
S / he will ensure that the financial reports are compatible with standard accounting practices and follow DevTech Systems and donor rules and regulations.
The Finance and Administrative Manager will produce financial and budget reports, develop procedures and guidelines for all activities, monitor project budgets, maintain accurate financial records on project activities, monitor transactions to ensure compliance with USAID-
regulations, prepare and submit monthly invoices and other financial reports as required, and oversee USAID-required audits.
Specific Duties & Responsibilities :
Develop a USAID compliant Financial Management and Reporting system
Support in the development of costed workplan and activities for the MEL Activity.
Ensure project expenditures are in-line with the approved donor budget and within obligated amount
Develop a budget re-alignment where necessary for management review and approval
Implement the administrative processes applying the rules, regulations and procedures of DevTech and USAID
Ensure compliance for all project expenses and activities
Oversee the administration of project activities to include finance, operation, logistics and security
Developed the operational manual for the MEL activity incorporating the DevTech HO existing policies and USAID rules and regulations
Produce financial and budget reports, develop procedures and guidelines for all activities, monitor project budgets, maintain accurate financial records on project activities
Produce and submit the field expenditure report monthly
Review donor invoice for any irregularity and check appropriateness
Prepare quarterly spend and burn rate report for Management team
Serves on the proposal evaluation team. Ensures that all instrument related procedures are followed
Support the engagement and proposals for partners and sub-contractors i.e. FBM firms. Ensure that all deliverables and financial expenditures comply with the contractual agreement and task orders for partners
Oversee the operation of the project office; finance, and administration tasks, in keeping with DevTech and USAID policies and Nigerian law
Manage / supervise the operations and admin team to ensure smooth operations of the project
Ensure all project expenses are in line with USAID and DevTech policies
Support the HR and Talent Acquisition Specialist in recruitment and onboarding of staff and consultants.
Accompany the technical team in the field to ensure logistics and supporting documents for expenditures.
Support project / technical teams in the development of activity budgets
Ensure adequate financial, logistics and security needs are provided for activity implementation
Prepare checks and payments; ensure timely approval and payment procedures
Review all payments made to vendors, staff and consultants in the field officer.
Prepare staff payroll and pension remittances for all local employees
Degree in Business Administration, Finance or Accounting with minimum of 10 years’ experience. Extensive experience in Finance and Administration of large projects.
Must have :
Experience in managing the finances of a USAID-funded project.
Must be a qualified chartered accountant (ACA or ACCA) certified.
Knowledge, Skills and Abilities
Outstanding track record of ensuring compliance with USAID funded projects
Sound knowledge of ongoing and emerging issues in financial management
Ability to manage projects, consultants, set realistic priorities, and plan for the successful implementation of programs.
Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
Well-developed written and oral communication skills.
