Reports to the Senior Vice President of Operations. This is a leadership position is responsible for managing national growth and transformation efforts.
Duties include working in collaboration with publications operational, and finance leadership to develop written proposals in response to funding solicitations related to new and / or current business.
Qualifications include a proven history of responding to and being awarded new contracts through an RFP, Grant, and / or ITN process (with emphasis on the areas of, workforce development, federal contracts or behavioral health).
This position requires a demonstrated history of project management, strong presentation and persuasion skills, excellent verbal and written communication skills, and the ability to organize & execute multiple, complex project simultaneously.
The Proposal Director manage multiple teams of internal and external resources responsible for developing proposal responses, prepare status updates on current projects, and participate in supporting due diligence activities related to new business opportunities and strategic innovation.
Duties and Responsibilities :
Prepares and maintains competitive analysis of viable business markets for the organization. Researches potential competition on projects Odle pursues.
Consults with appropriate staff to create and submit timely proposals, applications, and supporting documents that are professionally written, well-researched, and appropriately comprehensive to produce revenue for programs and services.
e., responses to Request for Proposals (RFPs), Intent to Negotiate (ITN), agency service requests, etc.) from concept through bid submission, to include developing project action plans and required related materials (i.
e. Intents to Bid, Letters of Support, etc.). Works closely with Program Development leadership to ensures Executive Leadership approval prior to finalization and submission.
This includes development of proposal outline, drafting of written response, management of ancillary requirements, and compilation of complete final document, to include narrative reply, financial response, required forms, supporting exhibits, and any additional required information.
Ensure complete response package is delivered to the correct recipient within specified timeframes.

Education and Experience Requirements :
Education Bachelor's degree, from an accredited College or University, required, preferably in business, accounting, or public administration.
MBA preferred. Project management certification a plus.
Experience Five years of progressive responsibility in a service-oriented organization that deals with a wide variety of constituents required.
Must have documented and well-demonstrated product / project management experience and effective technical writing skills.
Preference will be given to individuals with prior experience / exposure in dealing with governmental agencies in the areas of data, quality, and program operations with exposure in contracts, and project management.
Additional Requirements :
Skills Analytical reasoning, project management, conceptual and interpersonal skills required. Excellent organization and time management skills with the ability to work with minimal supervision.
Knowledge of state and local procurement systems, proposal creation, financial concepts, program model concepts.
Other Must meet state background check requirements.
Travel Ability to travel as required. Must be able to meet requirements for Eckerd’s Auto Insurance and be able to drive for business purposes.
Must maintain an appropriate and valid state driver’s license.
