  • The specific objectives of the mission are : 1. to review and assess the international programmes supporting the police reform in the country;
  • 2. to asses the efforts and results of the Nigerian Gouvernment in improving the Nigeria Police Force ;3. to determine and propose the potential areas of improvement.

  • 2-step assignement : Step 1 : conduct review of documentation and draft a report on the police reform in Nigeria (January-February 2022 - notcmore than 10 working days remotely);
  • Step 2 : field mission (to be determined on the basis of the outcome of Step 1). The expert(s) selected for this assignment will work directly with the donor, which is responsible for providing the necessary documents and contacts within the NPF and among the international donor community to prepare and implement the assignment.

    Costs for logistics incurred by the selected expert(s) under this assignment Step 2 will be covered directly by the project (flights, hotels, per diems, in-country travel, visas, personnal costs).

  • Qualifications and skills : - Masters degree in Public Administration, Political and / or Social Sciences, Law, International Relations Relations, War, Peace and Conflict Studies or other relevant subject;
  • Excellent interpersonal consultation and communication skills, ability to dialogue with national authorities and institutional structures, interact with high-level government officials and to establish harmonious working relationships and motivate all members of a team;
  • Excellent command of English.General professional experience : - A minimum of 10 years post-graduate experience in the areas of Security Sector / police Reform (including research and analysis, programming and capacity building), particularly in Africa;
  • A minimum of 5 years of field work experience in developing and / or fragile countries, including interacting with international and regional organisations and with civil society;
  • Substantial and demonstrated understanding of contextual security and justice dynamics and processes.Specific professional experience : - Prior working experience in security sector and focus on police reform in Africa / Nigeria required;
  • Experience in assessment, conceptualization / design, development and / or implementation of police reform strategies, especially in transitional / challenging contexts;
  • Knowledge and experience of human rights and good governance.
