Position Title : Senior Evaluation Specialist / Team Lead

Period of Performance : July 2019 to September 2019

DevTech is recruiting aElectoral Empowerment of Civil Society Program (EECSP)Team Lead to lead a EECSP final evaluation for the Peace, Democracy and Governance office of USAID / Nigeria.

The Team Lead will work with M&E experts and MEL Activity staff members to evaluate the final evaluation of over forty key stakeholder organizations across fourteen states including the Federal Capital Territory.

The purpose of this evaluation is to evaluate if EECSP has achieved its objectives, if there are specific outcomes, and EECSP challenges affecting its ability to achieve its objectives.

The purpose of the evaluation is to use these findings to inform future programming for USAID / Nigeria.

Scope of Work :

The team lead will lead the EECSP Evaluation, working closely with the evaluation team to :

  • Review available information to identify information gaps and refine data collection tasks accordingly;
  • Prepare a presentation for an in-brief with the USAID Peace Democracy and Governance (PDG) technical office;
  • Design data collection instruments for individual interviews and focus group discussions;
  • Design discussion guides for stakeholder roundtables;
  • Develop a detailed work plan for USAID approval;
  • Plan the logistics of the evaluation field work;
  • Conduct individual interviews with EECSP activity stakeholders who are identified in the target areas and groups section of this SOW;
  • Conduct focus group discussions (roundtable discussion) to answer the evaluation questions and bring together stakeholders involved with the project;
  • Debrief PDG on the preliminary findings at the end of field work; and
  • Develop the final evaluation report.
  • Deliverables, Level of Effort, & Schedule :

    For this evaluation, the Team Leader will :

  • Participate a kick-off call with the MEL Activity prior to beginning evaluation work
  • Review all background documents and preparation work, as provided by USAID / Nigeria’s Office of Peace, Democracy and Governance, prior to development of data collection tools and work plan, and in advance of beginning field work
  • Lead preparation for and lead team planning meetings and in-brief with USAID, including developing the in-brief PowerPoint presentation, appropriately formatted to the USAID ADS Style and Format Guide
  • Lead the development and revisions of workplan and data collection tools, including pre-testing and revisions, as directed by the Team Lead, based on the background review documents and the in-brief with USAID
  • Support in planning and arranging logistics for the field work, including reaching out to and scheduling interviews with stakeholders;
  • identifying suitable stakeholders for interviews; and ensuring meeting locations

  • Lead incorporation of USAID and MEL team feedback into the workplan and data collection tools, as necessary and to the satisfaction of USAID / Nigeria
  • Conduct information and data collection activities (key informant interviews and focus group discussions) in Abuja and throughout Nigeria, as determined by USAID and the Team Lead, and as guided by the work plan and data collection tools
  • Upload / provide interview notes to the MEL Activity within 24 hours of completion of interview / discussion
  • Lead the development of the draft evaluation report, incorporating feedback from USAID / Nigeria and the MEL team
  • Lead the preparation and presentation of preliminary findings / exit brief to USAID / Nigeria’s PDG
  • Lead the development of final evaluation report, and consideration and inclusion of USAID’s feedback until USAID / Nigeria’s PDG accepts and approves the final version of the evaluation report
  • Lead the development of the 2-3 page summary of the evaluation methodology, findings, conclusions and recommendations as well as a one page infographic
  • Remain flexible as unforeseen circumstances arise, manage focused and effective communications with the evaluation team to problem solve, lend subject matter expertise and guidance as necessary, and ensure issues are addressed in a timely manner
  • Qualifications :

  • Must have a minimum of a Master’s in economics, social science, law, public finance trainingor a related field;
  • At least eight years of experience managing evaluations as a Team Lead;
  • A minimum of ten years of donor experience with USAID, preferably USAID Nigeria or West African Missions
  • Demonstrated experience in evaluation program design and analysis; quantitative and qualitative data collection and analysis;
  • outcome harvesting, survey design and analysis; program issues, innovations and challenges in building civil society capacity (including financial and personnel management, including value for money);
  • and USAID practices and requirements in program performance measurement.

    Experience Requirements :

  • Must have demonstrated experience in conducting evaluations or assessments of peace and democratic governance as well as human rights programming in developing countries are required
  • Knowledge of civil society strengthening programming, particularly in Nigeria or West Africa is desired
  • Must be able to work as a team
