Job Description :
Head Treasury Management has a responsibility to plan and manage the Liquidity, the Assets and Liabilities of PMB Bank Ltd so that the maturities are matched to ensure availability of cash at all times to meet the requirements of our Clients, and to structure the balance sheet to that which optimizes returns on Investments.
To ensure effective management of internal funds and investments and effective monitoring of investments.
Duties and Responsibilities
Research, analyze and determine (through cost / benefit analysis) the designated banks to serve PMFB and satisfy its requirements according to the predetermined elements stipulated in PMFB treasury policy and procedural manual :
Ensure that the laid down procedure is followed when decision to open and close an account in a selected bank is made
Ensure that bank account records are maintained and all bank accounts are reviewed monthly
Manage bank relationships through a focused exercise of selecting and reviewing banking relationships to ensure efficiency.
Responsible for overseeing all banking partner relationships as well as banking Service Level Agreements (SLA) across PMB
conduct a high level review of banking partners periodically based on feedback obtained from Strategic Business Units and Functional Units SBUs / FUs
Manage and be responsible for any cash collection; managing cash surpluses; conduct a periodic review for cost of bank facilities.
Consolidate and manage cash forecast requirements
Should measure, evaluate, assess and monitor liquidity and gearing position on a continuous basis and use relevant ratios.
Monitor the bank’s cash, debt and liquidity positions and optimize the utilization of cash by directing excess cash, and / or provide additional cash / borrowing requirements.
Analyze the Request for Funds and ensure if the required fund is available or not.
Determine how to get the needed fund (debt finance or equity finance). If the bank decides to use equity comply with analyze available sources for debt finance
Manage and monitor Parallex bank facilities, analyze commission rates charged by banks and financial institutions for each type of borrowing and / or account categories and transfer funds from higher commission accounts to lower commission accounts
Increase short and medium investment returns by monitoring various banks’ and financial institutions’ facilities / investment instruments.
Analyzes interest rates earned in each investment type and / or account category in order to transfer the funds from lower interest rate accounts to higher interest rate accounts.
Responsible for overseeing all fund and cash investment tools and instruments.
Responsible for overseeing all insurance partner relationships as well as insurance activities across PMB.
Ensure timely transfer and collections / settlement of transactions to avoid probable penalty costs.
Ensure all outstanding cash and non-cash (Letters of Credit / Guarantee) should be reconciled on a monthly basis
Shall thoroughly review the implications of any proposed change in policy prior to presentation to CEO for review and eventual request for Board approval where the change will have significant impact on key internal and external customers.
Prepare and prescribe tools to define the treasury processes
Prepare Policies and procedures manual for Treasury functions
Define treasury benchmarks to measure the performance
Develop a Treasury Management Database, where he / she can record the Treasury Management indicators, economic data, market conditions, cash limits, treasury Management tools, reports and other financial information
Define tools to monitor the treasury operations and implement them.
Oversees the operations in the treasury and responsible for all related operations within the Organisation.
Develops a Policy & Procedure Manual for Treasury & Investments Operations with adequate controls.
Submits proposals to the Management on launch of new Investment Funds and other Treasury & Investment Products & Services.
Drives the proactive tracking of portfolio returns and recommends optimal investment policies that capture the best interest rates while managing risk.
Advises Executive Management on investment strategies that will ensure high returns on investment and optimal liquidity for operations.
Ensures the continuous review of the bank’s cash / liquidity position and the prompt identification of excess / idle funds.
Manages the investment of the Bank’s internal funds and ensures funds are channeled into appropriate investment instruments approved by the Board of Directors and in line with the investment guidelines.
Coordinates the review, analysis and reporting of the bank’s investment portfolio, yield and instruments.

A Bachelor's Degree or its equivalent in any Social Management Sciences or Business related discipline from an accredited University.
A Masters degree in a related field is an added advantage.
Membership in ACCA, ICAN, CFA, ACA, CIBN or any related certification.
Minimum of 8 years of related experience in a Treasury / Investment Management related role with at least 4 years in a managerial position.
Skills and Experience :
Relative experience in treasury marketing in a Financial Institution.
Understanding of Investment planning and portfolio management.
Financial Services Industry Knowledge.
Expertise in Financial reporting and treasury management.
Knowledge of relevant accounting Software Applications.
Sound managerial and leadership ability.
Analytical / Problem Solving Skills.
