Project title : Technical assistance to PASEDE programme
Brief description :
The EU is supporting Public Finance Management (PFM) reforms in Kenya through the Public Accountability and Service Delivery (PASEDE) support programme.
The purpose of this service contract is to provide technical assistance and capacity-building support to the Public Finance Management (PFM) Reform Secretariat and stakeholders involved in the implementation of Kenya PFM Reform Strategy (2018-2023).
The general objective of PASEDE programme, of which this contract will be a part, is to promote macro-fiscal stability, service delivery and poverty alleviation in Kenya.
Its specific objectives are (i) improved financial transfers to counties; (ii) enhanced revenue mobilization; (iii) improved business environment;
and (iv) better public investment management practices.
Its induced output is the successful implementation of the PFM Reform Strategy (2018-2023) in areas
supported by the action.
Its direct outputs are (i) additional fiscal space created by the transfer of funds through fixed and variable tranches, (ii) reduced transaction costs in terms of aid delivery and improved alignment to national policies, (iii) constructive policy dialogue between the EU and the Government of Kenya in the selected area of PFM and transparency as per an agreed monitoring framework;
iv) improved monitoring and reporting of PFM reforms; and (v) advisory services and technical assistance to the stakeholders in charge of implementing PFM reforms.
Commencement date of the project : 1st September 2021
Duration of the assignment : 568 working days over 31 months
The Team leader will provide strategic oversight and guidance, quality control of all outputs, coordination, monitoring and reporting of all activities implemented by the Contractor.
He or she will also contribute directly to the implementation of the activities foreseen under paragraph 4.2.
Qualifications and skills :
Masters’ degree in a discipline relevant to the scope of this assignment such as Economics,
Public Finance, Public Administration and other relevant subjects. In the absence of a masters’ degree, he / she should have at least a Bachelor’s degree in one of these disciplines and an additional 2 years of general professional experience, in addition to the general professional experience duration fixed below;
Fluency in English (written and spoken) required;
General professional experience
Preferably 10 years of professional experience in project management relevant to the assignment. A minimum of 5 years is required;
Specific professional experience
At least 5 years of work experience supporting governmental institutions in at least 3 out of the following 5 fields : domestic revenue mobilization, custom procedures, external audit, public investment management, or public procurement;
At least one experience in delivering training in the area of PFM and / or designing a capacity building programme in the area of PFM;
One experience of coordinating or supporting the implementation of a PFM Reform Strategy;
At least one prior experience of at least six months working as a Team Leader.
Work experience of at least 2 years in a lower-middle-income country;
Project management skills demonstrated through at least two experiences designing and implementing capacity building activities to the benefit of public administrations;
At least two experiences leading the writing of reports (progress and / or final technical reports) as part of donor-funded projects with a budget exceeding EUR 200,000, preferably in the context of budget support operations;
Communication skills demonstrated through at least two professional experiences (i.e. chair or facilitator during workshop or conferences or training);
