Job description

The programme Support to Strengthening Resilience in Northeast Nigeria" renders support to improving the living conditions of people in Borno and Adamawa States in Northeast Nigeria, where the terror organisation Boko Haram has destroyed infrastructure and livelihoods of millions.

Working at the nexus between emergency relief and development cooperation, the programme targets Internally displaced person (IDPs), host communities, returnees and return communities.

Through the rehabilitation of social infrastructure, promotion of community development plans, access to basic education and the promotion of a set of activities aiming at restoring the livelihoods opportunities of the people affected by the conflict.

Under Livelihoods activities, we mainly refer herewith to agriculture / livestock economic activities, youth economic empowerment and markets strengthening.

Your tasks

  • Managing the Livelihoods component of the programme, including technical, financial and administrative steering and line management responsibilities
  • Supporting farmers / producers and farmers cooperatives mainly by ensuring capacity building measures (technical and entrepreneurship), marketable distribution of agriculture inputs, access to credit through formal and informal platforms and a set of complementary financial and non-
  • financial supporting services; Interventions are promoted in close collaboration with the Ministry of Agriculture, private sector and relevant bilateral agencies to create mechanisms of mutual learning, capacity building and market sustainability

  • Support to Income Generating Activities (IGAs) through vocational and entrepreneurship skills acquisition, micro-grants and / or start-
  • up kits support, mechanisms of mentoring and coaching, linkages with relevant market actors and associations, market fairs;
  • Coordination is ensured with relevant line ministries, chambers of commerce, sectorial associations and private sector

  • Support the dysfunctional Vocational Training system, the intervention mainly focuses on restoring the functionality of selected VTCs through a set of activities coordinated with relevant Ministries and national agencies (i.e. NBTE)
  • Planning, reviewing, monitoring and reporting of component’s interventions and results as well as financial planning and monitoring of Livelihoods component cash flow and disbursement plans
  • Managing Grant Agreements, Consultancies and Procurement contracts, Local Subsidies in close collaboration with Finance Unit and GIZ Country Office
  • Building a strong network with relevant donors, UN and bilateral agencies, INGOs, local NGOs, relevant Ministries and market actors to ensure forms of coordination and sustainability
  • Supervising and remote steering of national staff as well as coordination and harmonization with the other components of the project and overall management support
  • Your profile

  • University degree (master) in social sciences, international relations or any other field relevant to the position
  • Several years of experience in the implementation of development cooperation or humanitarian projects
  • Good knowledge of GIZ standards and procedures are an advantage
  • In-depth knowledge of youth economic empowerment and Technical and Vocational Education and Training (TVET) interventions, sustainable agriculture interventions
  • Experience in complex emergency or humanitarian contexts, experience with IDPs / refugees is an advantage
  • Experience in leading heterogeneous teams
  • Intercultural sensitivity and diplomacy, Team-orientation, good communication skills and high frustration tolerance
  • Fluency in English; German is an advantage
