    With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards Frances solidarity policy, influence and economic diplomacy.

    The main objective of field mission is to conduct interviews and to consult with key stakeholders in order to support the financial backer in assessing the basic conditions, including in terms of political opportunities and potential entry points, for further engagement in support of the reform.

    The NSTE will be involved during 7 days for the total period of 3 months (methodology preparation / conducting interviews / reporting).

    The project team will undertake a standard After Action Review (AAR) once the assignment is completed. The initiator, together with the selected expert(s) commit to take part in the AAR, if possible via skype / phone, or otherwise through providing feedback to specific questions provided by the project team.

    Gender equality, human rights, good governance and rule of law are important elements of police reform in Nigeria and will be specifically analysed throughout this assignment as cross-cutting, and where warranted further questioned and highlighted.

    The expert selected for this assignment will work directly with the initiator, which is responsible for providing the necessary documents and contacts within the NPF, the national institutions and among the international donor community to prepare and implement the assignment.

    Costs for logistics incurred by the selected expert under this assignment will be covered directly by the project. The project is requested to conduct a field-mission in Nigeria based on interviews and consultations with a broad range of Nigerian stakeholders leading to the drafting of a concise report presenting analytical findings to answer key questions identified in step 1, conducted in February 2022 remotely.

  • Qualifications and skills : - Masters degree in Public Administration, Political and / or Social Sciences, Law, International Relations Relations, War, Peace and Conflict Studies or other relevant subject;
  • Excellent interpersonal consultation and communication skills, ability to dialogue with national authorities and institutional structures, interact with high-level government officials and to establish harmonious working relationships and motivate all members of a team;
  • Excellent command of English.General professional experience : - A minimum of 10 years post-graduate experience in the areas of Security Sector / police Reform (including research and analysis, programming and capacity building), particularly in Africa;
  • A minimum of 5 years of field work experience in developing and / or fragile countries, including interacting with international and regional organisations and with civil society;
  • Substantial and demonstrated understanding of contextual security and justice dynamics and processes.Specific professional experience : - Prior working experience in security sector governance and reform (SSG / R) with knowledge of the Nigerian security sector / NPF;
  • Experience in assessment, conceptualization / design, development and / or implementation of police reform strategies, especially in transitional / challenging contexts;
  • Knowledge and experience of human rights and good governance.
