s, Administrative and HR manuals that cover recruiting and hiring of staff, employee benefits and leave, performance evaluations, grievance and dispute resolution, staffing and responsibilities and the creation of annual training plans.

3- Investment Promotion Best Practices : Develop a program to build PIC capacity in key areas :

  • Most competitive sector / industry identification
  • Specific investment opportunity identification
  • Investment attraction techniques
  • Marketing and communications methodology
  • Economic profiles; improvements and use as an investment promotion tool
  • 4- One-Stop-Shop Concept and Improvement : Prepare recommendation report to be sent to National Investment Commission.

    5- Prepare a Strategic Implementation Plan : To create sustainable mechanisms to formalize international best practices within PICs, to include investment mapping, value chain analysis, and gap analysis.

    6- PIC Strategic Implementation Plan : Prepare a PIC strategic implementation plan for developing a comprehensive investment promotion and facilitation strategy.

    7- Business Enabling Environment : Communicate the importance of the Policy & Regulatory Environment and ways to affect reform to PIC management.

    8- Strategic Planning : Assist PIC management to develop a viable strategic plan.

    Qualifications and Experience

  • Master’s degree (MBA) preferred. Bachelor’s degree in economics, business, or related field.
  • Demonstrated experience conducting investment promotion agency development and facilitating direct investment.
  • Experienced in prioritizing and delivering training and capacity building programs for government officials and staff. Demonstrated experience in developing institutional strategy and leadership capacity building program.
  • Minimum of 15 years of experience in private sector development, entrepreneurship, international investment, and financing.
  • Experience on USAID private sector-oriented projects preferred.
  • Experience in Iraq and / or the Middle East and North Africa (MENA) is preferred.
  • Professional English level (speaking, reading, and writing) required.
  • Arabic language capability preferred.
  • Excellent technical and report writing skills.
  • General Statement :

    This scope of work will be conducted in part in the IGPA project office in Erbil with some remote work and required travel to several provinces in Iraq including Ninewa, Baghdad, Basra, Najaf, Wasit, and Anbar.

    Under this SoW, the IGPA / Takamul project will be responsible to cover all other indirect implementation costs including air and ground transportation, lodging, per-diem, and phone communications.
