  • This position will lead a team of experts conducting program evaluation, surveillance and surveys of CDC / PEPFAR Nigeria supported HIV prevention and treatment program;
  • and support experts performing data quality assurance of HIV service delivery programs, and implementation of the Nigeria’s key health information system ecosystem digital components.

    This position will be based in Abuja Nigeria, working closely with AIDS Prevention Initiative Nigeria (APIN), US Centers of Disease Control and Prevention (CDC) and Nigeria Centers of Disease Control.

    The position will report directly to the RTI project director.

    Responsibilities :

  • Work as part of a project lead by APIN.
  • Provide strategic leadership, management, oversight, and coordination of the team responsible for program evaluation, surveillance and surveys of CDC / PEPFAR Nigeria supported HIV prevention and treatment programs.
  • Regularly meeting with the RTI project director to ensure program is operating at a high standard, in time and within budget.
  • Participate in planning and decision making around data management systems and DQA of HIV service delivery program.
  • Build close working relationships with partners in Nigeria, Ministry of Health, and ensure that tasks progress towards targets.
  • Supervise a team of RTI staff and consultants, and provide leadership in program planning, implementation, and evaluation activities related to the HIV and AIDS prevention, care, and treatment in Nigeria.
  • Performing monitoring and evaluation work.
  • Regularly assess the HIV / AIDS needs of the program inline with health systems priorities, and evaluate progress using best practices.
  • Prepare and present regular briefings about the program to MoH and participate in making technical adjustments as needed
  • Work collaboratively with other RTI technical staff to fulfill Nigeria MoH, PEPFAR, and CDC reporting requirements including collecting, review, collation of data, and preparing written reports, digital submission and follow up correspondence.
  • Compile data and prepare visual aids e.g. graphs, slides and presentations to support program information needs of various levels.
  • Interact with the national HIV / AIDS program leadership and other stakeholders to facilitate exchange of ideas and strategy to inform programming.
  • Qualifications :

    Masters in public health or clinical related field and at least 7 years of work experience in HIV Care and Treatment or a related field.

    At least 5 years’ demonstrated experience in program management and evaluation experience.

    Experience working with US government contracts.

    Experience with PEPFAR cooperative agreement performance measurement framework

    Experience working in the Nigeria health system and interacting with the ministry of health. .

    Experience performing monitoring and evaluation exercises

    Minimum of five years of professional experience, in HIV programming specifically in the area of HIV counseling and testing as well as linking patients to care and treatment.

    Demonstrated knowledge, skills and abilities in the conducting various types of HTC e.g., PITC, VCT and modes of HTC programming e.

    g., facility-based, home-based and workplace-based.

    Minimum knowledge in VMMC as an approved key HIV preventive method.

    Proven competence working with diverse stakeholders, such as members of local government, health workers, and local organizations and communities.

    Demonstrated ability to organize and implement training, capacity-building and skills transfer.

    Experience in MOH supply chain management system, commodities and pharmaceutical projection forecasting and stock management through delivery notes and stocks cards

    Attention to details, data quality and reporting cycles and timelines.

    Excellent computer skills : Word processing, spreadsheets. Report writing skills.

    Evidence of successfully managing teams.

    Demonstrated ability to meet deadlines with quality products.

    Strong organizational, communication, intercultural, and interpersonal skills.

    Ability to collaborate and share ideas, and work within a team.
