    Purpose of Consultancy

    The purpose of the Consultancy is to assist International Medical Corps in delivering life-saving programs in disasters in a holistic and sustainable way, keeping in mind how the emergency response will set the ground for transitions and development programming.

    Key Tasks

    Conduct initial nutrition sector-specific assessments and make technical recommendations for appropriate activities, both for initial disaster response phase and for longer-

    term disaster risk reduction and transition phase.At the field level, provide assessments of the nutrition situation as it relates to food security, WASH, and Health.

    Be able to assess health sector’s ability to respond to the nutritional needs of acutely malnourished children and make recommendations to the International Medical Corps ERT and to headquarters on how to best respond to those needs programmatically.

    Be able to determine the cause of the malnutrition in the emergency response and formulate appropriate responses that will address the cause.

    Be able to assess the immediate lifesaving nutrition interventions needed (such as CMAM) in addition to the prevention activities (ENA, IFE, etc) that need to be implemented at the same time.

    Actively represent International Medical Corps in nutrition sector discussions and activities, serve as an International Medical Corps nutrition sector resource person, and display technical and organizational leadership in sectoral activity commensurate with the role as a primary resource person for nutrition on the International Medical Corps Emergency Response Team.

    Coordinate International Medical Corps’s nutrition response and recovery activities across a wide range of actors within International Medical Corps, donors, host governments, UN and NGO partners to ensure consistency of programming.

    Actively participate and represent IMC in country-based nutrition Cluster meetings.Develop the nutrition program strategies, with support from NFS, for the specific disaster responseAssist in development of, or provide technical review for, emergency response proposals to be submitted by International Medical Corps to ensure that proposed activities and programs align with best practice in the nutrition sector.

  • As appropriate, apply new developments in the nutrition sector to International Medical Corps programming.If appropriate during the response, provide technical support to assist in the development of disaster risk reduction programs that mitigate the effects of disasters on populations and communities;
  • identify disaster mitigation measures, where appropriate, that could be linked to disaster response activities.Other duties as assigned.

  • Nutrition Degree or post nutrition graduate or public health / nursing qualifications (with significant nutrition experience);
  • At least 5 years minimum experience internationally within developing country managing a nutrition programme, especially CMAM-

  • IYCF and Food Security program;Experience in programmes with component of food voucher especially e voucher is mandatory;
  • Experience in analysing and interpreting data and writing reports to high technical standard;Experience in training and mentoring of nutrition and health staff;
  • Involvement in the nutrition and food security cluster coordination and technical working groups to review and develop guidelines;
  • Experience in PMD and reporting and proposal writingExperience of working in active and / or post conflict volatile contexts;
  • Strong interpersonal, organisational, communication and networking skills. Good training and persuasions skills;Good verbal and written communication skills;
  • Ability to adapt fast. Culturally sensitive and ability to work and remain calm under pressure;Ability to work both independently, and as part of a team.

  • Job Summary

    The Country Security Manager works at the direction of the Country Director and the Director of Global Security.The primary function of the Country Security Manager is provide assistance to the Country Director and country programs, as assigned, on all issues of safety and security as they relate to staff at a program site.

    The Country Security Manager oversees daily security management of a country program site and manages the National Security Officers, as well as trains and mentors Security Focal Points.

    The Country Security Manager will monitor and assess security conditions, assist and provide direction to country management teams and Security Focal Points (SFP’s).

    The Director of Global Security (DGS) is the technical manager for the Country Security Manager.

    Essential Responsibilities

    Security Management :

    Develop and update the Security Risk Assessments (SRA’s), SOP’s and Contingency PlansSupervise and train National Security Manager and Security Focal PointsCoordinate and monitor security activities to ensure that safety and security policies and procedures are implementedEnsure that all field staff is fully cognizant of prevailing security threats and fully advised on means to reduce staff vulnerability to those threatsDesign and drill warden systems, emergency communications networks, and provisioning of emergency supplies for field personnelEnsure internal incident tracking system is utilized properly and perform incident mapping and analysisCollects security related information from local and regional resources as it applies to sites and communicates with Director of Global Security (DGS) and Country Director (CD) as appropriateMonitors the security preparedness of country staff and works with CD to enforce staff compliance with internal security policies and SOPsWhen directed by the DGS, carry out investigations and capture lessons learned to be incorporated into future staff trainingsAct as a key member of the Field Incident Team when required during a crisis so that safety policies and procedures are implementedEnsures logistics follows a servicing and maintenance schedule for vehiclesAudits communications equipment and facilitates communications-

    related assistance when necessary.Recommends changes in country security plans to CD and DGS as neededEnsure induction security briefings are conducted to all arriving staff, visitors or volunteers

    Compliance :

    Ensure weekly security reports are completed and sent to headquarters, providing timely updates of all situational and security developments including investigation of security incidentsConducts and submits Security Risk Assessments of programs, as required.

    Conducts and submits full Site Security Surveys of every site visited.Conducts and submits Trip Reports of all high-risk field deployments.

    The above should be completed using the Security Department approved templates, and be submitted to the Director of Global Security and the other HQ security staff.

    Keep excellent records and logs to ensure continuity of this position

    Human Resources :

    Oversee the recruitment and selection of qualified national security field staff, recommend promotions, disciplinary action and termination of staff in consultation with the Country DirectorMake frequent site visits to facilities to carry out security assessments and ensure appropriate care and training are being conducted.

    Maintain open lines of communications with all field staff

    Training / Capacity Building :

    Determine training needs for the security staffTrain senior national staff to increase their responsibilities in order to build capacity and ensure sustainabilityWorks with DGS and CD to conduct any staff security training that is warranted.

    Working Relationships :

    Maintain excellent working relationships as a member of the country team senior management.Build strong professional relationships with UN agencies, local authorities and other NGO’sMaintain local networks to ensure community acceptance and local information

    Representation :

    Attends security coordination meetings and updates CD on current security issuesContribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-

    point with regard to internal and external actors
