Since 2006, GIZ has been supporting the programme Promoting West Africa Trade Implementation (WATIP), co-funded by the european union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ), through its Support Programme to the Commission of the Economic Community of West African States (ECOWAS).

The new WATIP II programme will be supported by the project support to the ECOWAS Commission in the field of Trade and Customs, which will commence in October 2018.

This phase of the programme (2018-2022) will focus on the implementation of trade facilitation measures in West Africa. The intervention targets selected corridors and border posts in the region and includes a variety of activities ranging from hard’ interventions e.

g. aimed at enhancing (trade) corridor management and regional customs connectivity, to softer’ activities in the area of policy dialogue, capacity building, and awareness raising, especially targeting small-

scale traders including women. These activities on trade facilitation will be carried out in cooperation with the EU. The EU contribution to the programme amounts to 15 million EUR.

Your tasks

  • Strategic planning, managing and controlling the EU and German contribution with special attention to impact monitoring and cost-effectiveness
  • Representing the programme, specifically vis-à-vis partners, donors and other implementing organisations, the German embassy and BMZ representatives
  • Coordinating the EU’s and German contribution with other TC and FC measures and other bilateral and international donors
  • Responsible for reporting, in accordance with the requirements of the commissioning parties EU / BMZ
  • Preparation of country-specific development policy concepts in cooperaton with relevant GIZ departments
  • Implementation of a monitoring and steering system to ensure progress in all different phases of a complex projekt
  • Responsible for international, regional and local short-term experts
  • Budget and compliance management in lince with EU and GIZ rules
  • Your profile

  • Masters degree in economics, business administration, law, trade policy or a similar
  • Several years professional experience or additional professional experience in a comparable position
  • Background in international trade and regional integration with relevant knowledge in tariff issues and customs procedures
  • Knowledge of and experience in trade facilitation reform
  • Knowledge of requirements for reporting to the EU and management of EU funds under similar contracts
  • Knowledge of requirements for reporting to BMZ and management of BMZ funds
  • Knowledge of the ECOWAS region and established contacts to relevant actors are regarded as assets
  • Fluent knowledge in English and in French; knowledge of German is desirable
  • Location information

    Abuja is located in the centre of Nigeria and constitutes the capital of the country. Nice weather with temperatures of 25-

    35 degrees Celsius is typical for Abuja. Basic medical provision is ensured via several doctors and clinics that practice according to international standards, including a German doctor, with standard medical supplies from Germany.

    A German and international kindergarten, as well as international primary and secondary schools (French, American and British curriculum) offer education for children.

    Several international supermarket chains are open in Abuja and offer a wide range of daily-needs products. Abuja also offers a variety of sports (Football, Tennis, Squash, Swimming, Volleyball, Yoga etc.

    This also includes opportunities for children. The arts and cultures scene in Abuja is young, but steadily growing. The number of international restaurants and cafés is increasing.

    Additionally, there are many traditional food places in town.
