Duties and Responsibilities

To perform this job successfully, the Program Director must be able to perform each essential function

Program Development :

With the Country Director and supported by the Field / Project Managers, lead the development of project proposals for major donors in Nigeria.

Program Management :

Work closely with Program Coordinators to manage the programs to ensure their objectives are being met and impact achieved.

In collaboration with the CD and senior program staff, lead the development of concept notes, project proposals, budgets, and donor reports to expand the program portfolio of the missionMaintain working relationship with the GoN line ministries, the UN agencies, health advisors, and relevant clusters and interface with them on a regular basisProactively oversee all projects in country through all components of the project management cycle working closely with Program Coordinators to identify areas for quality improvement and initiate communication between technical, operations and finance leads in country and with global International Medical Corps departments (, finance, logistics and operations),Provide technical support and oversight to all senior program staffWorking closely with the IMC Africa Desk, the CD, Finance / Admin Director and Logistics Coordinator ensure donor compliance in implementation of projectsProvide guidance and support for curriculum development and training for program staffs and local partners as neededLiaise with relevant stakeholders on IMC programs in NigeriaMonitor humanitarian crisis in Nigeria in collaboration with the Program Coordinators, performing field assessments when necessary, and advise CD of response optionsIn collaboration with the M&E Coordinator, Program Coordinators in country and at IMC global departments and the Field Coordinators, oversee the collection and timely reporting of all programs according to internal and donor requirements, ensuring strict compliance with donor contract requirements / reporting deadlines

Representation :

Attend coordination meetings relevant to country programs as requested by CD.Attend sector working group meetings including (but not limited to) health, nutrition, protection, food security and WASHRepresent the organization at any task force meetings, UN coordination meetings, INGO coordination meetings, as appropriateEnsure maximum visibility of the organization amongst the GoN / NGO / UN communityContribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, values and stand-

point with regard to internal and external actors

Human Resources Management :

  • Provide guidance in the selection, recruitment, and training of program staff;Technically supervise, orient, monitor, and evaluate program staff of the mission in close collaboration with Program CoordinatorsMaintain open lines of communication with all field staff and service departmentsEnsure close supervision and guidance of project and / or officers;
  • Work with Project Coordinators and project officers to address programmatic challenges;
  • Training / Capacity Building :

    Determine training needs for program staff and facilitate the participation of these staffs in necessary trainings in order to build capacity and increase job responsibilitiesAdvocate and plan for professional development for program staff

    Working Relationship :

  • Maintain regular communication with Country Director, other Senior Management Team members and field-level senior staff to ensure program activities and objectives are achievedWork with Country Director, Logistics Coordinator, and Finance Admin Director to ensure the coordination of timely delivery of program supplies and expenses are within budgetParticipate in routinely scheduled calls with International Medical Corps headquarter and associated department staff to advise on activities and project implementation of projects in NigeriaEnsure, with the CD, that all project reports and completed, submitted and the verification of submission shared with the regional desk;

    Security :

    Collaborate with the Security Manager and CD in order to ensure staff and reputation of the organization are safe and secure at all timeEnsures application and compliance of all security protocols and policies

    Compliance & Ethics :

    Promote and encourage a culture of compliance and ethics throughout International Medical Corps.As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.

    Conducts work with the highest level of integrity.Communicates these values to staff and to partners and requires them to adhere to these values.

    Qualifications

    Minimum of 4 years' experience in design, management and evaluation of health, food security and nutrition project.Previous experience in humanitarian context as a Program DirectorMust have an understanding of the emergency and development sectors and a demonstrated understanding of humanitarian principlesExperience in directly managing and supervising a diverse and multinational staffSignificant experience in proposal development, especially USG, EU and UN donors, and excellent report writing and editing skillsMonitoring and evaluation experience is preferredFamiliarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and NGOs.

    Ability to live and work in a volatile and potentially dangerous environment.Strong experience with project management cycle.

    Knowledge and experiences of budget preparation, management and donor requirements, especially USAID / OFDA, ECHO and UN requirements.

    Excellent cross-cultural awarenessAbility to exercise sound judgment and make decisions independently following consultative processesExtremely flexible, and have the ability to cope with stressful situations and frustrations.

  • Job Summary

    The Country Security Manager works at the direction of the Country Director and the Director of Global Security.The primary function of the Country Security Manager is provide assistance to the Country Director and country programs, as assigned, on all issues of safety and security as they relate to staff at a program site.

    The Country Security Manager oversees daily security management of a country program site and manages the National Security Officers, as well as trains and mentors Security Focal Points.

    The Country Security Manager will monitor and assess security conditions, assist and provide direction to country management teams and Security Focal Points (SFP’s).

    The Director of Global Security (DGS) is the technical manager for the Country Security Manager.

    Essential Duties & Responsibilities

    Security Management :

    Develop and update the Security Risk Assessments (SRA’s), SOP’s and Contingency PlansSupervise and train National Security Manager and Security Focal PointsCoordinate and monitor security activities to ensure that safety and security policies and procedures are implementedEnsure that all field staff is fully cognizant of prevailing security threats and fully advised on means to reduce staff vulnerability to those threatsDesign and drill warden systems, emergency communications networks, and provisioning of emergency supplies for field personnelEnsure internal incident tracking system is utilized properly and perform incident mapping and analysisCollects security related information from local and regional resources as it applies to sites and communicates with Director of Global Security (DGS) and Country Director (CD) as appropriateMonitors the security preparedness of country staff and works with CD to enforce staff compliance with internal security policies and SOPsWhen directed by the DGS, carry out investigations and capture lessons learned to be incorporated into future staff trainingsAct as a key member of the Field Incident Team when required during a crisis so that safety policies and procedures are implementedEnsures logistics follows a servicing and maintenance schedule for vehiclesAudits communications equipment and facilitates communications-

    related assistance when necessary.Recommends changes in country security plans to CD and DGS as neededEnsure induction security briefings are conducted to all arriving staff, visitors or volunteers

    Compliance :

    Ensure weekly security reports are completed and sent to headquarters, providing timely updates of all situational and security developments including investigation of security incidentsConducts and submits Security Risk Assessments of programs, as required.

    Conducts and submits full Site Security Surveys of every site visited.Conducts and submits Trip Reports of all high-risk field deployments.

    The above should be completed using the Security Department approved templates, and be submitted to the Director of Global Security and the other HQ security staff.

    Keep excellent records and logs to ensure continuity of this position

    Human Resources :

    Oversee the recruitment and selection of qualified national security field staff, recommend promotions, disciplinary action and termination of staff in consultation with the Country DirectorMake frequent site visits to facilities to carry out security assessments and ensure appropriate care and training are being conducted.

    Maintain open lines of communications with all field staff

    Training / Capacity Building :

    Determine training needs for the security staffTrain senior national staff to increase their responsibilities in order to build capacity and ensure sustainabilityWorks with DGS and CD to conduct any staff security training that is warranted.

    Working Relationships :

    Maintain excellent working relationships as a member of the country team senior management.Build strong professional relationships with UN agencies, local authorities and other NGO’sMaintain local networks to ensure community acceptance and local information

    Representation :

    Attends security coordination meetings and updates CD on current security issuesContribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-

    point with regard to internal and external actors

    Compliance & Ethics :

    Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.

    Prevention of Sexual Exploitation and Abuse :

    Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
