Duties and Responsibilities

Under the supervision of the Division Manager, the Statistician the Statistical Assistant will :

  • Compile and process data from national and international sources concerning national accounts, consumer price indices, government finance, raw material prices, exchange rates, financial flows, debt, stock market movements;
  • Update the socioeconomic databases on RMCs in the Data Collection System (DCS) and follow up the dissemination of the data on the Bank’s Opendata Portal accessible on line for internal and external users;
  • Contribute to the preparation of the Bank Statistical Publications, statistical briefs, as well as thematic reports on national accounts, monetary statistics and stock market volatility;
  • Monitor and manage macroeconomic data on RMCs and conduct short-term projections of macroeconomic indicators in relation to the African Economic Outlook and prepare the Statistical Annex;
  • Regularly update and generate the standard statistical tables and charts for use in Bank documents and as requested by management;
  • Contribute to update the operation data of the Bank;Prepare relevant data for monitoring and evaluation of the impact of the financial and economic crises in RMCs;
  • Train and assist users in the Bank on how to access and use the databases managed by ECST;Carry out all ad hoc tasks required by the department;
  • Selection Criteria

    Including desirable skills, knowledge and experience :

  • Hold at least a Bachelor’s Degree or the equivalent in Statistics, in Quantitative Economics or a related field, with a good knowledge of quantitative and econometric methods;
  • Have minimum of 5 years of relevant experience working on macroeconomic indicators in a national or international research or development institution;
  • Communication, Problem Solving, Client Orientation, good relations and Team work;Strong background in quantitative methods;
  • Proven experience in managing time series data;Ability to develop and manage statistical information systems;Ability to identify analysis biases (wrong data, outliers, data deviations ) and cleanse the database;

    The Complex

    The Chief Economist / Vice-President for Economic Governance and Knowledge Management (ECVP) is the Bank’s spokesperson on economic matters and the VP for the Economics Governance and Knowledge Management Complex’.

  • The Complex is responsible for : Providing leadership and visibility for the Bank on economic, finance, financial governance and socio economic development issues;
  • and coordinate the generation of analytical works to inform operational policy;Systematically emphasize the critical role of knowledge, experience, lessons learnt and their tangible impact on sustainable, inclusive transformation of African economies.

    The Hiring Department / Division

    The African Development Institute (ECAD) coordinates and executes Capacity Development (CD) programs in the regional member countries (RMCs) by :

  • Providing advisory services on capacity building;Identifying and designing tailored capacity development programmes and implementing the programmes;
  • andLeveraging partnerships and coordinating knowledge dissemination and outreach, with a view to improving policy-making, economic governance and sustainable development in the Regional Member Countries.

    The Institute has two divisions, namely Program Development (ECAD.1) and Policy Management (ECAD.2). The strategic objective of the Program Development Division (ECAD.

    1) is to enhance the knowledge base and programs of African countries in promoting development. Hence the Division undertakes design and implementation of programs and activities to improve general knowledge and build institutional capacity to diversify economies, boost growth and create decent employment.

    These also include programs to support the Bank’s lending operations, improve the quality of the Bank’s portfolio and ensure that the development impact of Bank-

    funded projects and programs are realized.

    The Position

    The Capacity Development (CD) Officer, ECAD1, will play an active role in the day-to-day delivery of the Department’s mandate, ensure that high quality standards are observed, and collaborate with the staff of the Bank’s other departments and outside partners to promote capacity development in Africa.

    Duties and Responsibilities

    Under the supervision and guidance of the Division Manager, Program Development (ECAD1), the Capacity Development officer will :

    Develop programs, strategies and concept notes for capacity development for Regional Member countries.Undertake research on capacity development needs of the public, private and non-

    governmental institutions in Africa on any topic relevant for achieving the Bank’s High 5s.Design innovative programs to improve the quality of capacity development in Africa.

    Manage the delivery of capacity development activities such as workshops, seminars, conferences, and roundtable meetings at the Bank’s headquarters and in the Bank’s Regional Member Countries.

    Actively engage in resource mobilization for capacity development activities.Prepare briefs, information notes, and news articles on the activities of the Division.

    Undertake evaluation of the effectiveness of capacity development and other development activities of the Division.Perform administrative duties as assigned by the Supervisor.

    Selection Criteria

    Including desirable skills, knowledge and experience :

    Hold a Master's degree in Economics, Public Policy, Business Administration, Public Administration, or in a related field.

  • A PhD is preferred.Extensive experience in teaching, research or in operations with proven competence and ability to develop concept notes, design training programs and deliver lectures in one of the following fields : (i) Macroeconomics / Economic Management;
  • ii) Financial Sector Development; (iii) Fiscal Affairs (including revenue generation and debt management); and (iv) Fiduciary Affairs of a Project Implementation Unit (Procurement, Disbursement or Financial Management).

    Have a minimum of five (05) years of relevant and progressive work experience. Experience in writing notes, reports and briefs and ability to handle knowledge dissemination.

    Strong quantitative analytical skills with a passion for figures and a mastery of the use of relevant software to prepare pictorials, charts and graphs.

    Sound knowledge and good understanding of capacity development needs in Africa at national levels and also at the level of project implementation units and proficiency in writing proposals for resource mobilization.

    Capacity to conceptualize new approaches and innovation in capacity development and to develop user friendly training materials.

    Ability to interpret policies, guidelines and procedures and draw personal judgment.Ability to think strategically and link the goals of the Division and Department to the Bank’s core strategic goals, and set priorities accordingly.

    The Complex

  • The Vice Presidency for Finance oversees the financial management of the Bank Group. This encompasses the Bank Group’s treasury activities including borrowings from the capital markets and investment activities;

    statutory financial resources and instruments; the overall asset / liability management for the Bank Group.

    The Hiring Department / Division

    The Financial Control Department of the African Development Bank (The Bank) is responsible for accounting for the financial consequences of the Bank Group’s transactions and decisions, and for the preparation, fair presentation and overall integrity of the internal financial reports and published financial statements.

    The department is also responsible for loan administration and accounting and related fiduciary responsibilities, including disbursement of funds to projects and programs financed by the Bank Group.

    Lastly, the department provides decision support and expertise in the development and implementation of financial control policies, operational and financial strategies and related information systems.

    The primary objective of the Loan Disbursement Division is to ensure compliance with key fiduciary related articles in the Agreement Establishing the African Development Bank and Fund.

    Ensure that adequate controls are maintained around the disbursement of Bank Group financed project.

    The Position

    Under the general supervision of the Disbursement Officer, the Disbursement Assistant is primarily responsible for determination of the completeness of borrowers’ requests in accordance with the Bank’s policies and procedures, Verification of documentation and processing of disbursements or special commitment requests.

    The Incumbent provides support to negotiations, mission preparation, and disbursement seminars and ensure timely disbursements of proceeds from Bank Group and co-

    financed projects in accordance with relevant loan and protocol agreements and Bank Group policies.

    Duties and Responsibilities

    The Disbursement Assistant functions will include the following :

    Disbursement Transactions Processing :

    Analyze and determine the appropriateness of borrowers’ requests for disbursements and the supporting documentation.Determine whether they should be approved, reduced or rejected in accordance with Bank’s policies and procedures.

    This requires the identification of irregularities and non-compliance with Bank procedures and policies, as well as highlighting circumstances for further investigation where the Bank may be exposed to financial risk .

    Review and recommend changes to disbursement systems, policies and procedures to promote timeliness, accuracy and efficiency in processing while maintaining appropriate internal controls.

    Draft clear and concise correspondence to borrowers of operational staff on disbursement-related issues.Process special commitment amendments and prepare amendment letters.

    Project Management :

    Respond to questions from Task Team Leaders, borrowers, commercial banks, and suppliers on payments, balances, and application status.

    Cooperate with concerned departments and stakeholders to resolve disbursement issues promptly.Monitor borrowers’ utilization of special account funds, ensuring that the funds are properly accounted for and used in accordance with Bank procedures.

    Participate in loan disbursement missions to verify use of resources and resolve disbursement issues.Contribute to improving the efficiency of disbursement operations by ensuring that records and reports are properly maintained and updated at all times.

    Participate in technical discussions and loan negotiations to ensure that disbursement arrangements are compliant with Bank Group disbursement policies.

    Provide input on audit reviews, and monitor borrower compliance with audit findings, as requested by the Disbursement Officer.

    Capacity Building :

    Provide input into the training of Executing Agencies, Projects, and Bank Staff.Participate in the design of materials for disbursement seminars.

  • andMainstreaming results measurement in Bank operations to ensure their operational effectiveness as well as to support the Bank’s research, policy and financial services As part of the Statistics Directorate, the Economics and Social Statistics Division ensures that regional member countries (RMCs) provide the Bank with timely, reliable, consistent and regionally comparable data on economic activities (trade, industry, agriculture, finance, infrastructure, etc.

  • Its principal activities are : to develop and manage statistical systems needed to support the operational work of the Bank Group and its development research activities;
  • and to prepare the Bank Group’s official statistical publications and provide statistics and statistical analysis for the Bank Group’s Annual Report, the African Development Report and other important Bank’s publications.

    The Position

    The purpose of this position is to enhance capacities in RMCs and RECs in statistical production and dissemination for evidence-

  • based policy-making and monitoring and evaluation.The statistics produced include the areas of Economic statistics (Economic and social statistical classifications;
  • Environmental accounting; Industry statistics; Trade statistics; Integrated economic statistics; etc.); National accounts;
  • Statistical Business Registers; Labour Statistics; and Purchasing Power Parities (PPPs).

    Duties and Responsibilities

    Under the supervision and guidance of the Division Manager, the Principal Statistician will :

  • Provide technical assistance to RMCs to compile national accounts (including estimating or rebasing GDP and other national accounts aggregates) using the 2008 System of National Accounts or any subsequent version thereof;
  • In line with the Strategy for the Harmonization of Statistics in Africa (SHaSA), develop the Bank’s strategy and action plan to improve economic statistics and national accounts in RMCs;
  • Promote the harmonization of economic statistics and national accounts across RMCs;Provide technical assistance and training to RMCs in strategic and technical matters related to economic statistics and national accounts;
  • Provide leadership in ensuring that RMCs integrate the requirements of the International Comparison Program (ICP) related to estimating detailed components of GDP expenditure values in yearly compilation of National Accounts;
  • Help RMCs entrench price data collection for selected goods and services related to private education, dwelling services, compensation of government employees, machinery and equipment as well as construction and civil engineering in their regular activities of sourcing input data for national accounts;
  • Provide leadership in developing manuals, guidelines and tools on concepts, definitions, classifications, methods, and standards related to the production and use of economic statistics and national accounts that are adapted to the African context;
  • Provide leadership in deploying and scaling up Statistical Business Registers (SBR) systems in RMCs using appropriate guidelines and generic SBRs.

  • This will entail revising the SBR guidelines by taking into account the latest international recommendations; translation of the guidelines into French for Francophone countries;
  • training workshops for SBR practitioners in RMCs; and conducting sensitization workshops for heads of National Statistical Offices (NSOs);
  • Contribute to the improvement of Labour Force Statistics and Labour Market Information Systems in Africa;Enhance partnership with the International Labour Organization (ILO) in conducting joint capacity-

  • building activities on labour force statistics and labour market information systems in RMCs. This includes developing a monitoring and evaluation framework for the Bank’s Jobs for Youth in Africa (JfYA) program and working on the Enabling Youth Employment (EYE) Index for Africa;
  • Help RMCs integrate economic statistics through adequately re-engineered statistical production processes and institutional arrangements;
  • Promote partnership and collaboration among development agencies involved in statistical development activities in RMCs. The Bank collaborates with regional agencies like UNECA, AUC, and RECs as well as international and bilateral partners on various regional and sub-

    regional statistical development programs. This will be achieved under the SHaSA.
